Background, history, context of phase I 2. Recent curriculum changes, three levels 3. Ohio Online Quality Learning Community 4. OOQLC Phase II

Background, History, Context of Phase I 1988. Graduate, Master of Industrial Technology 1990. Applied Quality Science in Manufacturing 1991. Center for Quality, Measurement, Automation 1996. Electronic courses via email, disk delivery 1997-98. ASQ Student Branch initiated 1998. QSS Ph.D. at BGSU, with ISU consortium 2001. Online Quality Learning Community, Phase I 2002. Quality Systems undergraduate changes Pending. Quality Systems masters concentration Prototyping. E-portfolios by students, faculty Funding. Ohio Learning Network, others?

Undergraduate Quality Systems Specialization Primarily +2 for associate degree holders AQS to Quality Systems Specialization (QS) MFG 326, 327, 426, 427 to QS, core knowledge Course descriptions, titles, prerequisites Emphases: Quality Engineering, Quality Services QS minor around core courses QS 326, 327, 426, 426 electronically delivered Recent QS Changes, Three Levels

QS core knowledge reflects ASQ “body of knowledge” QS 326: Data-based Improvement QS 327: Process Documentation Systems QS 426: Quality Change Services QS 427: Synchronous Quality Planning QS minor has core courses plus…… MFG 112, freshmen or sophomore (or Associates) STAT 200+, sophomore year (or Associates) Two MFG, DESN, ECT courses (or Associates) Recent QS Changes, Three Levels

New MIT QS Concentration, pending, core courses QS 527 Synchronous Quality Planning Create QS 616 Quality Culture Assessment QS 626 Data-based Quality Systems QS 627 ISO/QS Documentation/Productivity Analysis Retains MIT technical base, Manufacturing Specialization Shifts to QS identity, titles, prerequisites Expands to service, non-manufacturing emphasis Electronic portfolio assessment, outcomes Seeking others to expand for entire online degree Recent QS Changes, Three Levels

Indiana State University Technology Management Ph.D. Initiated in 1998 as consortium of six universities Consortium has five technical specializations Quality Systems Specialization is one, QSS BGSU is lead university for QSS About 15 students in QSS, two at dissertation phase BGSU offers three of eight QSS courses QSS 702 Quality Change Culture QSS 726 Data-based Improvement QSS 727 Documentation-based Improvement Recent QS Changes, Three Levels

ASQ Student Branch maturing, defining itself Section, national, education role redefined? All functions increasingly electronic, seamless Core values of College, University, integrated Student positioned for professional certification Primarily non-traditional students 2+2 relationships increasingly important Need for increased flexibility, transportability Portfolio development to assess core knowledge ISO/QS core knowledge, quality functions, applied www.bgsu.edu/colleges/technology/qs Ohio Online Quality Learning Community

What does this mean instructionally? Applied research projects, engaged practitioners Technical leadership, individually, collaboratively Teams, professional cooperation, improvement Service environment emerging, non-manufacturing Infrastructure for assessment, quality, ready? Courseware to match QS functions, emerging Portfolio criteria, systems defined, emerging Electronic infrastructure, delivery system emerging Linking with others to provide BS and MS www.bgsu.edu/colleges/technology/qs Ohio Online Quality Learning Community

Firelands College, BGSU Lima Technical College Northwest Community College Owens Community College Terre Community College Phase I has been building infrastructure and relationships. Currently working with several local/regional two year institutions to further define and initiate OOQLC. OOQLC Phase II As the concept is defined, this is envisioned to become a larger statewide entity, and perhaps beyond.

Done in Blackboard, 100% online, BS completion target Courseware CD, purchased anywhere through bookstore Courseware reflects, does quality principles, ASQ Courseware linked to certification, bodies of knowledge Courseware facilitates team-based applied research Courseware facilitates technical projects, improvement Courseware facilitates service and values orientation Objective 1: Quality-related applied research courseware online, ASQ certification oriented, BS degree completion OOQLC Phase II

Course outcomes reflected in e-portfolios online Courseware supports and facilitates e-portfolios Robust advising systems, online, customer friendly Standard procedures for all functions, to transfer Quality practices in all work, exemplary, Baldridge Growing knowledge based on projects, mentoring Data and documentation for improvement, change Objective 2: Best practices for electronic advisement, portfolio building, assessment and knowledge growth, managed communication and change OOQLC Phase II

ASQ engages most quality students in section or branch ASQ has always embraced education Various professional leadership roles in branch Students can pursue certification around courseware Various levels of conferences and section activities Professional mentoring based on e-portfolio OOQLC objectives consistent with ASQ values Objective 3: ASQ Student Branch activities and functions, engaging ASQ practitioners as mentors OOQLC Phase II

Dell Inspiron 8100, about $3K each MS Word Office Suite, and Adobe Acrobat Useful life of the PC is three years Courses conducted in Blackboard, use a portal Students do associates degree at two year institution Students all take at least two courses per year Pay “program fee” of $250 per year toward PC Annual conference, traditional shifting to electronic Proposed that all students be provided a PC laptop as key infrastructure, same hard and software, other attributes OOQLC Phase II

Conference begins traditional, shifting to electronic Students and mentors present project findings Provide e-portfolios as documentation for assessment Courseware enhanced, improved over time Total systems analyzed and addressed for improvement Certification potentials assessed, improved Team-based applied research methods evaluated Broader marketplace defined, pursued Proposed that a conference be held annually at BGSU to showcase “best practices” and knowledge grown OOQLC Phase II
