5 Issues Identified Action for Henry: Review paper trail associated with JEM document publication, and issue a statement, if necessary as to its copyright status to GSMA/EICTA/3GPP, so that it can be published separately as a document(s) by those organizations. Meeting minutes should show that JEM agreed without objection that the intent was that the Global Administration Guidelines document would be an open freely available document that could be published by the JEM constituents.

6 Use Case – Normal Flow Manufacturer X request mfr code(s) from GHA for a lot of 1,000,000 multimode terminals Allocation Code(s) from space RR=‘99’ is granted (expiration, renewal period ???- may be as much as 10 years) –Note that code allocation has to be compatible with IMEI allocation rules (e.g. TAC + SN block) GHA enters code X into allocation DB with status “granted”, expiration date YYMMDD

7 Use Case (continued) GDA is notified by GHA GDA enters allocation in TAD (see issues regarding access/security) Remaining steps should be automatic (executed in both GHA or GDA process)
