3 What is the Federal Parcels Working Group? http://www.nationalcad.org/ Formed in 2010 under the FGDC Subcommittee for Cadastral Data Continuation of the effort to build national parcel database in support of the NSDI Goal: develop a publication standard for federal agencies

4 Actions of the FPWG http://www.nationalcad.org/ Step 1: assessment of the current status of automated parcel records from the federal agencies that maintain property records Step 2: develop a draft core data standard for federal parcel data Step 3: develop a recommendation for a implementation strategy.

6 Definitions  Authority, Authoritative Source: comes directly from the creator/source.  Data Stewards and Authoritative Data: Data Steward is the entity within the organization responsible for creating, maintaining and providing the authoritative data.  Trusted Data: published data from a trusted source. The authoritative source is in agreement with the trusted source to serve the data.

7 Definitions continued  Parcel: the smallest unit of geography as viewed in land management. Known rights and interests.  Production Data: data managed in an organization’s production environment for the purpose of carrying out daily business operations.  Publication Data: a subset of the Production Data. Can be imported into another system.

8 Definitions continued  Standard: a recommended, mutually beneficial model that if widely used, and will greatly facilitate inter-connectivity and inter-operability among organizations.  Owner: person or entity that has legal rights and interest associated with the property and the ability to pass on those rights and interest through sale, exchange, or donation.

9 Definition: Approved Acquisition boundary The line(s) enclosing those lands that has authority to acquire, in whole or in part. This boundary often encompasses both public and private land, but does not imply that all private parcels within the boundary are targeted for our acquisition. Variety/Combinations of possible approvals: Executive Order Agency Director Congressional Order Secretarial Order Public Land Order

10 Definition: Interest boundary The line(s) enclosing those lands for which has fee or less than fee interest. Also known as: Boundary, Status Boundary, Parcel Layer

11 Interview Questions  Authority of Agency:  Generally, what is the authority or regulations that define the surface and subsurface management areas for the Agency?  In which situation is the Agency charged with land management, Congressional designation, land act, etc.  Surface Management / Parcel Mapping Status: How many regions or areas? How many total parcels?  General statistics on the extent of land managed by the Agency

14 Observations  Production Systems: Most agencies provide public access to their parcel data. Internal access to more detailed/sensitive data.  Federal Core Parcel Data: consistencies among agencies; will be possible to identify core attributes.  Case Serial Record Number: BLM number is a possible index to authoritative source.

15 Bureau of Land Management http://www.nationalcad.org/  Bob Ader  National GCDB Manager BLM manages approximately 240 million acres of surface fee estate; 700 million of subsurface. Approximately 75% of available PLSS data in the BLM has been established and is, or soon will be, available in the standardized PLSS data sets. Land ownership has been mapped for all of the western U.S. but its accuracy and completeness have not been verified. The Land and Mineral Status Portfolio is reviewing and updating this info. 18 Bureau of Ocean Energy Management http://www.nationalcad.org/ Doug Vandegraft Chief, Mapping & Boundary Branch Official Marine Cadastre for the U.S 6,592 active oil and gas leases 36 million OCS acres The MBB has developed OPDs of the U.S. Outer Continental Shelf for the Gulf of Mexico Atlantic Ocean Pacific Ocean of the contiguous U.S. Alaska (75%) OPDs have not been developed for Puerto Rico, U.S. Virgin Islands, Navassa Island, Hawaii, Guam, Northern Mariana Islands, or the smaller island possessions of the Pacific Ocean.

19 Department of Defense http://www.nationalcad.org/ David LaBranche DISDI Program Manager  Department of Defense Administrative Areas  Base – this is a legacy term that is not used anymore.  Installation – describes a single administrative area. An installation can have multiple sites.  Site – collections of land-based parcels the DoD has an interest in. Contiguous parcels make up a site. 4,429 total. Navy: 90% installation data completed Air Force: 80% installation data completed Marines: 67% installation data completed Army: 50% installation data completed

20 U.S. Army Corps of Engineers http://www.nationalcad.org/  Maze Ercums  Headquarters  The scope of the Civil Works Missions for the Corps of Engineers for this discussion is continental U.S. and land holdings not structures (dams, towers, levees etc), buildings or leases (there are not a lot of leases). 38 Districts 300,000 Parcels 12,000,000 acres Fee Ownership 50% Partial Interest 50%

22 Bureau of Indian Affairs http://www.nationalcad.org/ Richard Moore Geospatial Information Officer 310 Reservations 564 Federally recognized tribes 56 million acres of surface estate 57 million acres of subsurface Boundary definition faces challenges because the boundaries are a patchwork of tribal lands and in-holdings within the reservations. The historic boundaries are defined in treaties and Congressional statues. Boundary files are being collected on a project-by-project basis. BIA has a long-standing MOU with Census on data sharing. However, the issue is always the same – the quality and lineage of the representation. Tribes are far ahead of BIA in GIS applications.
