1 Updated Airport Concession Disadvantaged Business Enterprise Program and ACDBE Participation Plan Federal Fiscal Years 2015 through 2017 City of San José Norman Y. Mineta San José International Airport

2 Regulatory Requirements  The Federal Aviation Administration (FAA) asks recipients of federal airport grants to periodically update their Airport Concession Disadvantaged Business Enterprise (ACDBE) Programs to comply with regulatory changes.  SJC ‘s current ACDBE Program was last updated in 2006.  Federal regulations (49 CFR Part 23) require recipients to submit to the FAA every three years a triennial plan for ACDBE participation in concessions.  Separate goal-setting is required for rental car concessions and for all other concessions.  SJC ‘s last ACDBE plan approved by the FAA in 2011established ACDBE participation targets for federal fiscal years 2012 - 2014.

3 ACDBE Participation Goals  ACDBE Plan establishes overall race - neutral goals for ACDBE participation in the Airport’s concessions opportunities for fiscal years 2015 through 2017.  Estimated ACDBE participation goal for car rental concessions is 3.46%.  Estimated ACDBE participation goal for all other concessions is 10.57%.  These goals will cover a three-year period as required by the Federal regulations.

5 Conclusion  SJC’s ACDBE plan and methodology for establishing ACDBE participation goals meet the requirements of 49 CFR Part 23.  The plan must be submitted to and approved by the Federal Aviation Administration before it is implemented.
