1 Institutionalization and Strengthening of Knowledge Management and Information Sharing Between Private Sector and the National Economic Research and Business Action Center (NERBAC) August 09, 2011 PCCI Meeting Room 1, McKinley Town Center 1 st Technical Working Group Meeting

2 Background In the current institutional set-up, NERBAC and the private sector have limited areas of collaboration and mechanism for data and information sharing, which are critical elements of attracting new businesses and potential investments. The Philippine Chamber of Commerce is currently housing a huge mass of information on firm-level data and information critical to business operations and economic monitoring PCCI shares its information through relatively informal and noninstitutionalized channels with government agencies such as the Department of Trade and Industry (DTI), Bangko Sentral ng Pilipinas (BSP), Board of Investments (BOI), among others.

3 The Project The project aims to bridge the knowledge and information gap between the DTI, as the parent agency and the NERBAC Centers in the regions, and the private sector by: a) analyzing the existing information systems of PCCI and DTI, and b) proposing a framework design of a knowledge information system that will help the private sector and the government eventually adopt a common platform that could facilitate the generation of information on doing business, investments and local economic competitiveness, necessary for business and trade support.

4 Project Limitation The development of a database and/ or physical infrastructure, that touches on ownership or housing of specific data sets or domain, is not included in the scope of the project.

5 Output Recommendations of the project will touch on areas related to the institutionalization of cooperation leading to the harmonization of systems that will enable common access and sharing of information between government and private sector. This will be undertaken through a Memorandum of Agreement between DTI and PCCI.

6 Objectives Strengthen Public-Private Partnership in knowledge and information sharing at the local level through an MOA between PCCI and DTI (as major partners) with LINC EG (as an observer); Develop local expertise in monitoring critical economic and business indicators and their utilization for export and trade promotions, investment and business development, tourism promotions and other value added services; and, Enhance private sector services such as business matching, investment promotion, enterprise support and business planning, at the local level.

7 Interim Milestones A Project Management Team was set-up to finalize the work program for the project. The Project management team is composed of Mr. Ryan Patrick G. Evangelista as the team leader, Marlon P. Miňa as the full time researcher and Marinela P. De Austria as the administrative personnel A meeting with DTI Regional Office through Director Anacleto Blanco was held last 07 July and proceeded with identifying the inherent needs to improve the existing structure and sources that are available in both the government and private sector platforms and match the necessary information and system to allow for sharing of information. The Project Management team met with the knowledge information system consultant last 12 July to finalize the terms of reference and expected output of the project. The knowledge information system consultant and the researcher conducted interviews with PCCI and DTI MIS on August 3 and 5.

8 Technical Working Group Members of the TWG will be composed of both government and private sector stakeholders that are expected to provide source contents or become users of the proposed knowledge information system. Members of the TWG will provide inputs in identifying gaps, needs and services that can be rendered in the development of the appropriate framework design of a knowledge management and information system.
