Innovation Union Initiative: challenges and opportunities for Multi-level Governance (1) a) The overall dynamics -Increased integration of national research and innovation policies between MSs in coordination with the EC Increased horizontal interactions among MSs Renewed strategies for regional actors for horizontal and vertical coordinations

Innovation Union Initiative: challenges and opportunities for Multi-level Governance (2) b) Challenge -The intergovernmental dimension and variable geometry Variability in the positioning at national level Differenciation of horizontal interactions between regions belonging to nations with different policies and strategies.

Multi-level Governance as a condition of success of the Innovation Union Initiative (2) Perspectives - open method of regionalised coordination -multi-level governance contracts Conclusion ERA-making and Multilevel Governance Process are two inter-woven processes which co-evolve.

Towards scenarios of the co-evolution of the ERA and Multi-level Governance processes Exploring jointly the possible futures of these two powerful political and policy-shaping dynamics Suggestion: start from the ERA scenarios published by Futuris Combinations of hypothesis on three key-questions

Towards scenarios of the co-evolution of the ERA and Multi-level Governance processes Are Europeans capable of : a) establishing integrated financing systems on the scale of major societal challenges ? b) creating a unified research and innovation area, including opening up Europe to national public funding ? c) creating partnership strategies that would lead to their research capacities being integrated in top-level institutions and world- scale clusters ?

Towards scenarios of the co-evolution of the ERA and Multi-level Governance processes These key-questions are impacted by hypothesis on the dynamics of Multi-level Governance processes Scenarios of the ERA are also scenarios on Multi-level Governance processes, and vice versa To dis-entangle, explore and discuss these co-evolutionary processes may shed light on both.
