1 1 Idea of Territorial Contract (TC) What is it? TC is the most important planning instrument for ensuring the implementation of public policies with territorial impact (including regional policy) to take into account their specific internal conditions; TC is agreed by the government and regional and/or local authorities; What is the main goal of TC? Better co-ordination of the pro-development activities undertaken both by the government and regional and/or local authorities, aimed at achieving common goals in relation to a specified territory; this will lead to a better cohesion, complementarity and synergy of regional development Ewa Wnukowska Director of Coordination and Implementation of Regional Programmes Department / Ministry of Regional Development

2 2 How TC will be financed? TC will be financed from national budget, from regional and/or local budgets, EU-funds, might be also financed from private money TC will be focused on specified territory – probably on the level of the region (voivodship)

3 3 Types of activities to be supported – due to the nature of the interventions Territorial Contract Development- oriented measures Compensatory measures improving territorial cohesion Measures to achieve certain standards of public service

4 4 a/ preparatory stage - analysis The analytical material should present the planned pro- development activities from the government point of view and from the regional and/or local perspective. The analysis should also show at what stage of development the specified territory is and what types of thematic areas are lagging behind. b/ preparatory stage - identifying thematic areas to be supported and common objectives to be achieved Based on the analytical material, it is necessary to identify and choose the thematic areas (preferably based on indicators) to be supported within TC. 5 5 c/ preparatory stage – identifying types of projects/ specific projects which will lead to the achievement of defined objectives Selection of the thematic areas to be supported (different/individual for each region) Lists of undertakings proposals should be prepared both by the government and the regional and/or local authorities Each undertaking will be implemented by a set of complementary projects Steps towards TCs implemenation

6 6 d/ development stage – negotiations between the government (MoRD) and regional and/or local authorities Projects that may be supported within TC should: fulfill the objectives set out in TC, be complementary and synergic to each other, be possible to be implemented in the agreed timeframe e/ development stage – implementation of TC Steps towards TCs implemenation

7 7 What has been done yet? Ministry of Regional Development started discussion with other line ministries and regional authorities; working groups on thematic areas within TC What are the next steps? finalization of the manual to TC identification of undertakings to be covered under the TC on MRD side, presentation and negotiations of projects identified by MRD to include in TC with other line ministries approval of the government's list of projects by Prime Minister negotiations of TC between government and the regional authorities Timetable for TCs implementation
