2 MG.8.3-2015 – Facilitating market take-up of innovative transport infrastructure solutions Specific challenge: – Overcome highly fragmented demand & deploy innovative solutions for transport infrastructure Type of action: Public Procurement of Innovative Solutions (PPI) Cofund Scope: – capacity building in public purchasing of innovative solutions – implementation of best available solutions on cross-border TEN-T network and other EU representative cases – clearly identified procurement needs of infrastructure owners (the procurers), incl. life-cycle and cost-benefit – contribute to revision / development of relevant standards and regulatory framework – study strategies favouring innovation in transport sector (good practices made available for replication) Expected impact: – serve as pilot projects – allow for a better coordinated dialogue between procurers and suppliers – build a coherent basis for progressive step changes to regulation, standardisation and public procurement Funding: total budget 13 Million euro (1 to 5 Million euro per project, but request can be higher). 3 Additional information, 1/4 Supporting preparatory actions: Market consultation Tender documentation drafting, incl. performance based specifications, best value for money award criteria, IPR arrangements Supporting one joint procurement: One joint PPI by group of procurers (possibility of one lead procurer awarding contracts on behalf of others) One joint call for tender One joint evaluation One joint total budget Participants: Minimum of 2 independent legal entities (public procurers) from 2 different MS or associated countries Possibility of having other types of procurers that are providing services of public interest and share the same need to procure R&D or innovative solutions Other entities may participate if they are not potential suppliers and have no conflicts of interest 3

4 Additional information, 2/4 EU contribution: Reimbursement rate direct costs: max 20% of eligible costs Eligible direct costs: – Price of the innovative solutions (no R&D) procured (see requirements in Annex E of the Work Programme) – In-kind contributions (e.g. 3 rd parties/end-users putting resources - e.g. test facilities - at disposal of procurers) – VAT is a non-eligible cost unless for beneficiaries that can prove that they are unable to deduct VAT – Coordination & networking activities (e.g., to prepare, manage and follow-up the procurement): max 50% of total requested grant Eligible indirect costs: – Flat rate of 30% of eligible direct costs, but no indirect costs on the price of the PPI procurement or on third party resources not used at the premises of beneficiaries Budget spending flexibility: The consortium may choose to use part of the EU contribution to increase the support to coordination & networking or to PPI call for tender as long as the EU contribution does not exceed 20% of the total eligible costs 4

5 Additional information, 3/4 Synergies between PPI and ESIF (European Structural and Investment Funds ): WHY: – The value of support for innovation could be enhanced by combining funding resources (increase of effects at regional level) – Procurers could choose higher ESIF co-funding rates whilst participating to H2020 funded PPIs – Better communication between "regional development community" and "Horizon-Science community" – A regional development scheme through the participation in a H2020 project acquires a European perspective WHO: Regions/ Public Authorities: – Realise concrete quality and efficiency improvements to public services in the region – Obtain better value for money solutions through joint procurements (economies of scale) – Improve the local innovation ecosystem as stronger local public sector demand for innovative solutions attracts additional financial investments into the region and combats relocation of innovative companies abroad – Enhance the technical know-how of the Region Innovators: – Can get first client for new product (lead customer) – Shorten time to market (because of earlier customer feedback) – Wider commercialization opportunities (companies keep IPR ownership) 5

6 Additional information, 4/4 6 Support to PPI in the context of ESIF (European Structural and Investment Funds ): General rule: – NO double financing: in no circumstances shall the same cost/expenditure be financed twice by any budget. – NO use of ESIF money to finance own participant’s contribution to H2020: no substitution of national/regional or private co-funding to EU projects/programmes under direct EC management by ESIF money (and vice versa). Categories of possible synergies: – Joint or simultaneous use of funds for the same project or parallel projects that complement each other  synchronization between ESIF and H2020 calls. – Sequential funding  separate successive and legally/financially not linked projects that build on each other with alternating H2020 or ESIF support (e.g., first PCP and then PPI). – Additional funding  ESIF money is not linked to a H2020 project (PCP/PPI), but a regional/national authority decides to co-fund a regional/national project or beneficiaries to enhance the H2020 project or programme in its region. This may be particularly relevant to skills development or capacity building in innovation and cooperation. Example: skills enhancement of the public procurer focused on the use of the innovative product that is purchased in the framework of a PPI that is co-funded by H2020. – Alternative funding  ESIF could be used for project proposals that have received positive evaluation under H2020 and could not be co-funded due to lack of H2020 funds under the call. These proposals could be reoriented towards ESIF requirements and submitted at national/regional level, if this type and topic of project fits into the operational programmes of the concerned territories.
