2 Policy Research and Innovation Research and Innovation The role of the European Commission - Research and innovation Develop and implement the European research and innovation policy agreed by the European Parliament and European Council. Funds research through multi-annual framework programmes for research (since 1984). billion 7th Framework Programme (2007-2013) has a total budget of 53 billion - 4% of the total EU budget. The European Commission manages about 5% of total public spending in R&D in the European Union.
