3 ROMA POPULATION IN SPAIN 45% lives in Andalucía, 3% in Aragón. Its a young population, 40% is less than 16 years old Near 700.000 people. An important group is in a situation of social exclusion. 7 out of 10 dont finish secondario education. Its one of the groups that feels most discrimiated.

4 Roma Population in Aragón The presence of Roma Population is recognised in Aragón and Spain from the beginning of the 15th Century Improvement of the situation of Roma in the last decades: Access of social protection systems: Public housing Public Health System Educatio system Aspects to improve: Higher percentage of poverty and social marginalization than in the rest of the population: infrahousing problems, premature school drop-outs and absenteeism, social and social distrust.

5 Roma Population in Aragón *Roma population in Aragón is much younger, their age average is in 27,3, or what is the same, 15 years younger *The average size of families is 4,29 per family, against 2,69 per family for the rest in Aragón. Tabla 1:

6 Level of Education Tabla 2 *Almost seven out of 10 of 16 years old and older, 68,9% are illiterate of functional illiterate. 8% would be totally illiterate *Those Roma Aragonese older than 15, with a level higher than primary education, dont even reach the proportion of 17%

9 Interventions of the Aragonese Institute of Social Services Social inclusion programmes with special interest in Roma Population In coordination with Public Administrations and different entities representing Roma Population (Fundación Secretario Gitano, Federación Aragonesa de Gitanos de Aragón, Asociación de Promoción Gitana de Zaragoza, Asociación de Mujeres Gitanas ROMI Cali…)

10 Aragonese Institute of Social Services Interventions: Orientation, information and monotiring services Prevention of absenteeism from school as well as interventions with families. Prevention of situations of risk with youngsters and adults through professional intervention of social workers Development of other acompaniment actions and integral interventions with families in risk of social exclusion, with the object of improving their life conditions and promote the process of integration into active society. Eradication of shanty towns programs, within the cooperation frame of the Government of Aragón and the City Hall of Zaragoza Mediation in the resolution of posible conficts with entities and institutions Training and support of proffesionals that work with Roma Population. Intercultural mediation

11 PLURI-REGIONAL OPERATIVE PROGRAM FIGHT AGAINST DISCRIMINATION - ESF Financed by ESF 2000-2006 and 2007-2013. Within the frame of the Pluri-regional Operative Program. Its aim is to fight against discrimination under a double perspective: Gender discrimination. Discrimination among certain groups in risk of exclusion. Administered by NGO,s and Public Administrations. Actions with Roma Population are administered by FSG and are co-financed by more than 70 Autonomic, Provintial and Local Administrations and Private Entities.

Increase in the level of life of Roma Population (access to normalized services and break-up of dependence cycles) Advance in equal opportunities Support to incorporate Roma Population to normalized resources. Social image improvement of Roma Population. Sinergies at institutional and territorial levels. Sustainability (co-financing of more than 70 public and private entities). Design and development of orientations and guidelines for methodologies and tools adapted and addressed to labour insertion of a target group.

20 PENDING CHALLENGES Finish with premature school drop-outs and promote their continuity in the regular education system. Try to balance the presence of Roma Population and the rest of population in normalized resources of vocational training and employment Promote access to new technologies Finish with the serious and persistent precarious employment.
