3 Background of ANQAHE ANQAHE is an independent, non- profit, non-governmental organization Established in June, 2007 It includes ten full and one associated members which constitute 50% of the Arab countries ENQA, La Hague June, 2009

5 ANQAHE Scoping Study a survey to map out the situation of the individual EQAAs in the Arab region against international good practices was done in March, 2009 Funded by a World Bank/ UNESCO development Grant (GIQAC). ENQA, La Hague June, 2009

6 Governance of EQAAs in the Arab Region 85% of EQAAs are quasi governmental Established by royal or presidential decree (38%),ministerial decree 23% by law 23% Report to president or king or Prime Minister of the countries in 53% and to the ministers of HE in the 38% ENQA, La Hague June, 2009

7 Resources of EQAAs in the Arab Region Funded by government in 69% Fees from HEIs Donor agencies(one) ENQA, La Hague June, 2009

8 Quality Assurance Framework Mission statement The process include External review to HEIs All of them provide program accreditation Institutional accreditation, quality enhancement and quality auditing ENQA, La Hague June, 2009

9 Quality Assurance Framework (cont) Include both private and public HEIs using the same standards and criteria Covered vocational education only in 28% Accreditation is mandatory for HEIs in 69.2% ENQA, La Hague June, 2009

10 Standards and Criteria for Accreditation Developed by EQAAs using national experts in 70% and other stakeholders in 30% Standards are subjected to international external reviewers in 38% ENQA, La Hague June, 2009

11 External Quality Assurance Process All countries that established an EQAAs are using the SED as a prerequisite for accreditation or auditing process Accreditation or Auditing process in most of them include site visit by a review panel ENQA, La Hague June, 2009

12 External Quality Assurance Process (cont) Decision of the outcome of the site visit is made by EQAAs in 76.9% Conflict of interest policies for reviewers is present in 59% ENQA, La Hague June, 2009

13 Appeal and Follow Up Mechanism 70 % of EQAAS have an appeal mechanism 92% require from HEIs to submit a follow up reports after the review report ENQA, La Hague June, 2009

14 Transparency 84.6% disseminate policies and procedures through printed publication 76.9% on website ENQA, La Hague June, 2009

16 Situation of Internal Quality Assurance for EQAAs There is common misunderstanding of the concept of IQA The culture is lacking Out of the 10 countries that have EQAAs only one is in the process of implementing a system for IQA and EQA ENQA, La Hague June, 2009

17 Situation of Internal Quality Assurance for EQAAs (cont) Most EQAAs have a lot of information but might need more quality in documentation Some of them include in their organization chart a unit for IQA but mostly non functioning Most of the EQAAs are willing to develop a code of practice or a system for IQA ENQA, La Hague June, 2009

18 Questions? How are we going to overcome resistance? What kind of resources we would need? How can we solicit the EQAAs support and advocacy? How are we going to measure the success of this process ENQA, La Hague June, 2009
