8 Strategy for Ensuing Rabi & Summer Season Crops Planning of Inputs Seeds: National targets of SRR in focus while arranging seed production, procurement & supplies; Satisfactory Position of lifting of Breeders seed being maintained; Seed Multiplication Rate at SM Farms shall be improved through mechanization, development of Irrigation & other infrastructure; Availability of Foundation seed of all crops satisfactory except potato for which suppliers are not located yet;

9 Strategy for Ensuing Rabi & Summer Season Crops Planning of Inputs Seeds (contd) Location specific varieties being promoted; Adequate quantity of latest HYV Seeds of Rust Resistant wheat varieties PBW 621, HD 2967, Raj 3765, Raj 3077, PBW 175 etc. being arranged; However high altitude varieties HS240 and HS 375 not available in sufficient quantities; Oilseeds and pulses prioritized under RKVY and MMA Scheme specially in dryland areas; Tie up arrangements made with NSC and SFCI to meet the 6300 qtl deficit of Certified Oats seed; Focus on adequate number of Seed Villages for Certified Seed Production & Quality Seed Production; NSC yet to confirm availability and rates of wheat varieties.

Static and Mobile Soil Testing labs shall be strengthened; Soil Fertility Maps to be developed in specifically identified areas for major nutrients by the Department in collaboration with SKUAST J/K; Priority to INM: Popularization of Vermicompost under Horticulture Technology Mission and National Vegetable Initiative. Chemical Fertilizers to be supplemented with Bio-fertilizers in pulses, berseem, oilseeds and wheat under RKVY, MMA and NVIUC. Zinc Sulphate shall be supplied in deficient areas during Rabi season

19 Strategy for Ensuing Rabi & Summer Season Crops Integrated Pest Management 100% seed Treatment of Major crops envisaged; Seed Treatment Drums to be provided in each panchyat; Strengthening of Static Plant Health Clinic operating at Jammu. 5 Mobile Plant health Clinics under fabrication shall be operationalized to provide door to door and field to field diagnostic and consultancy services to farmers for pest identification and control on spot. Adequate quantity of needed pesticides shall be arranged and provided through 3458 private as well as cooperative retail outlets..

20 Strategy for Ensuing Rabi & Summer Season Crops Integrated Pest Management Demonstrations on yellow sticky traps in Mustard to minimize damage by Mustard Aphids and economize on Plant Protection measures Pheromone Traps shall be demonstrated in the pea crop area at 1 month crop stage @ 15 – 18 No’s per ha to control Pea Pod borer (Helicoverpa armigera) pest at early stage; Pheromone Traps shall be used from 1 month crop stage @ 15 – 18 No’s per ha to control Diamond Back Moth pest (Plutella xylostella) in cabbage and cauliflower at early stage; Coordinated training programmes and field visits shall be organized under IPM Module with SKUAST experts, CIPMC.

21 Strategy for Ensuing Rabi & Summer Season Crops Accelerating Farm Mechanization Fabrication/ production capacity of Department owned workshops being augmented under RKVY for implements adapted to Hill Agriculture; Farmer friendly approach to facilitate selection /purchase of machinery by giving subsidy on directly purchased branded and standard machines and equipments by farmers themselves instead of govt. intermediation; Improving access to machines and implements through Agri - Business Centres.

Centrally Sponsored Scheme “Promotion and Strengthening of Farm Mechanization through Training, Testing and Demonstrations” introduced; Machinery Melas under ATMA, Incentivizing adoption of improved machines through NFSM, MMA for popularization of improvised machines at District, Subdivision and Block/ Panchayat Level as per feasibility for plains and hills which include: Lazer Levelers, Planters/ Transplanters; Offset Disc Harrows; Rotavators; Reapers-cum-binders; Harvesters Combines; Tractors/ Seed Treatment Drums Threshers & Winnowing Fans.

24 Strategy for Ensuing Rabi & Summer Season Crops Vegetable Development National Vegetable Initiative Scheme for Urban Clusters (NVIUC) being implemented since 2011-12 to set in motion the virtuous cycle of production and income for the farmers and assured supply to consumers; Outlay of Rs 12 crores has been approved for the year 2012-13, Rs 6 crores each for Jammu and Srinagar Baseline survey work has been completed and formulation of farmers Producers Company and FIG is in progress by Companies recommended by SFAC.;

25 Strategy for Ensuing Rabi & Summer Season Crops Vegetable Development (……contd.0 Seed production at Private and public farms; Area coverage under hybrid, open pollinated and high value vegetables; Popularizing vermicomposting units and organic cultivation; Protected and open cultivation of vegetables; Integrated Pest & Disease Management; Developing collection centres, primary processing facilities, introducing motorized vending carts, providing sale outlets; Refrigerated vans, cold stores through FIGs / FPCs.

28 Strategy for Ensuing Rabi & Summer Season Crops Mushroom Production The latest strains of mushrooms with High Biological efficiency to be introduced; Private spawn suppliers have been roped in to cater to the high requirement of spawn; Formation of Mushroom Growers’ Societies shall be pursued to facilitate end to end linkage in production, post harvest management and marketing; Exposure visit of the farmers outside in progressive mushroom growing areas/institutions.

29 Strategy for Ensuing Rabi & Summer Season Crops Apiculture Development Departmental Training cum Demonstration Centres shall be strengthened under RKVY; Steps shall be taken to protect valuable naturally occurring bee flora and Apiculture Forage Nurseries; Farmers shall be incentivized by provision of subsidy on establishment of Apiaries; Bee Breeders shall be developed and trained on improved methods for quality brood production.

30 Strategy for Ensuing Rabi & Summer Season Crops Law Enforcement & Quality Control Pesticide Testing Labs, Fertilizer Quality Control Labs and Seed labs shall be strengthened under MMA and RKVY to boost analyzing capacity and precision in results; Seed Testing Labs being improved and strengthened; Law Enforcement Agency shall be galvanized to have more effective check on quality of inputs.

31 Strategy for Ensuing Rabi & Summer Season Crops NFSM Mission on Wheat Introduced  Under NFSM Wheat AAP of Rs.1417.288lakhs has been received. However requirement is Rs.1423.668 lakhs due to inclusion of Samba district under the Mission and requirement on account of PMT for the District;  Process for Appointment of State and District Level Consultants and Technical Assistants initiated;  Farm Machinery being specially provided for Basmati and hybrid paddy Growing areas;

32 Strategy for Ensuing Rabi & Summer Season Crops NFSM Wheat,,,,contd.  Rate of assistance for rotavator needs to be enhanced to 50% of actual cost;  25% Assistance for tractors above 40 HP PTO without any cap / financial ceiling needs to be introduced  Irrigation resources being augmented through provision of pump-sets and water harvesting/ storage structures;  The Norms of Assistance for Sprinkler Irrigation component (i.e. Rs.7500 per hect. are not encouraging for farmer as the actual cost involved per hectare for the purpose is Rs.50000 and more. The norms of Demonstration under National Mission on Micro- Irrigation need to be adopted.

34 Strategy for ensuing Rabi & Summer Crops: Kissan Credit Cards 100% coverage of eligible farmers under KCC taken up as a time bound high priority initiative. To remove the impediments in issuing KCCs and improve the performance following decisions have been taken:

35 Strategy for ensuing Rabi & Summer Crops: Extension Reforms Scheme - ATMA State Extension Work Action plan recommended by State IDWG encompasses agri., horticulture, animal and sheep husbandry, sericulture, fisheries and floriculture sectors consistent with farming systems approach; Group approach to extension in line with the identified needs and requirements of the farmers in the form of CIGs and FIGs adopted with convergence of programmes in planning execution & implementation at all levels; Gender concerns addressed by mobilizing farm women into groups and providing training to them; Moving towards sustainability of extension services through beneficiary contribution;
