11 Appendix I – Recommended Local Rule “Preferred Lies” and “Winter Rules” u “Specimen” Local Rule (page 108) requires that the position of the ball MUST be marked when lifted. u A player may place his ball only once, and it is in play when it has been placed (Rule 20-4). u Specify area within which to place (scorecard, club length) u Ball must be placed with hand. u If the player fails to mark the position of the ball before lifting it or the ball moves in any other manner, such as rolling it with a club, he incurs a penalty of one stroke.

23 Rule 23 - Loose Impediments Loose impediments are natural objects (such as stones and leaves) not fixed or growing, not solidly embedded and not adhering to the ball (Rule 23).

24 Rule 23 - Loose Impediments You may move them unless the loose impediment and your ball lie in or touch the same hazard (Rule 23-1).

25 Rule 23 Loose Impediments u Rule 23-1. Relief –Except when both the loose impediment and the ball touch the same hazard, any loose impediment may be moved without penalty –If the ball moves during the removal, other than on the putting green, the player incurs a one-stroke penalty and the ball must be replaced. –On the putting green, if the ball moves as a result of removing the loose impediment, no penalty and the ball must be replaced. –When a ball is in motion, no loose impediment may be moved if it might influence the movement of the ball.

29 Definition of “Nearest Point of Relief” uIt is the point on the course nearest to where the ball lies: –that is not nearer the hole, and –where, if the ball were so positioned, no interference by the condition from which relief is sought would exist for the stroke the player would have made from the original position if the condition were not there. 30 24-2. Immovable Obstruction a. INTERFERENCE --lie of ball, stance, area of intended swing or line of putt b. RELIEF (i) Through the Green: If the ball lies through the green and the player wishes to take relief, the player must lift the ball and drop it without penalty within one club-length of and not nearer the hole than the nearest point of relief. (ii) In a Bunker: If the ball lies in a bunker, must drop in the bunker or, under penalty of one stroke, may drop behind the bunker, keeping that point between the ball and the hole. Water Hazard: If the ball lies in a water hazard, the player is not entitled to relief from an immovable obstruction. Player must take relief under Rule 26 (Water Hazards).

32 In a bunker, drop in the bunker, and on the putting green place in the nearest position which affords relief, not nearer the hole. Relief is free!! Also, the player may drop behind the bunker keeping the point where the ball lay between himself and the hole, but it will cost him a stroke to do so. 24-2. Immovable Obstructions

34 Rule 25 - Abnormal Ground Conditions, Embedded Ball and Wrong Putting Green If you have interference with casual water, ground under repair or, a hole, cast or runway made by a burrowing animal, you may drop without penalty within one club-length of the nearest point of relief not nearer the hole. No Relief if your ball lies in a water hazard!

35 Rule 26 - Water Hazards It is a question of fact whether a ball that has not been found after having been struck toward a water hazard is in the hazard. In order to apply this Rule, it must be known or virtually certain that the ball is in the hazard. In the absence of such knowledge or certainty, the player must proceed under Rule 27-1 (Lost Ball). “Known or virtually certain” is new language for 2008. It replaces “reasonable evidence.”

38 What do I do if a hazard is not marked? While “The Committee” is responsible for making sure the course is properly marked; some times this doesn’t happen. The MSHSL “rule” is that the edge of the water serves as the boundary. For consistency, treat all unmarked hazards as “Lateral Hazards.”

39 Lost or Out of Bounds (Rule 27) What determines if a ball is lost? 1 – Can’t find or I.D. the ball within five minutes after beginning a search for it. 2 – Played a provisional ball from where the original is likely to be or from a position nearer the hole. 3 – Put another ball into play under penalty of stroke and distance. *4 – Put another ball into play because it is known or virtually certain that the ball, which has not been found, has been moved by an outside agency, is in an obstruction, is in an abnormal ground condition or is in a water hazard; or *5 – The player has made a stroke at a substituted ball. * - New for 2008

40 Rule 27 – Ball Lost or Out of Bounds If your ball is lost outside a water hazard or is out of bounds, add one penalty stroke and play another ball as nearly as possible at the spot from which the original ball was last played (Rule 27-1).

41 Rule 27–2: Provisional Ball If your ball may be lost outside a water hazard or out of bounds, you should play a provisional ball before you go forward to look for the original, provided you announce your intention to do so. NOTE: Be sure to use the “magic P word” – Provisional. “That one might be out, I’d better hit a provisional ball”

42 Rule 27 – Ball Lost or Out of Bounds; Provisional Ball Rule 27-2 You cannot play a provisional ball if you believe the ball is in a water hazard unless a Local Rule permits such action. “That one might be out, I’d better hit a provisional ball”

43 Rule 28 - Ball Unplayable The player may declare his ball unplayable at any place on the course except when the ball is in a water hazard. The player is the sole judge as to whether his ball is unplayable. If the player deems his ball to be unplayable, he has three options: Each includes a one stroke penalty

44 Rule 28 - Ball Unplayable Relief Options (all include one-stroke penalty) 1.Stroke and Distance Tee 1 3 2 2. Drop a ball, keeping that point directly between the hole and the spot on which the ball is dropped. 3. Drop a ball within two club-lengths of the spot where the ball lay, but not nearer to hole.

45 Rule 17 - Flagstick If your ball played from the putting green strikes the flagstick, in stroke play you incur a two-stroke penalty (Rule 17-3). There is no penalty if you move a flagstick that is lying on the ground while a ball is in motion if you believe the ball will strike it. (New for 2008)

47 Rule 20 – Lifting, Dropping and Placing; Playing from a Wrong Place Rule 20-2. Dropping & Re- Dropping a. By Whom and How When dropping, stand erect, hold the ball at shoulder height and arm’s length and drop it.

48 Rule 20-2a. Dropping & Re-Dropping If a dropped ball strikes the player or his partner, caddie or equipment, it must be re-dropped without penalty (Rule 20-2a). “NO DROP” NO Limit

61 Rule 3-3. Doubt as to Procedure In stroke play only, if a competitor is doubtful of his rights or the correct procedure during the play of a hole he may, without penalty, complete the hole with two balls.

62 Stroke Play -- Doubt as to Procedure After the doubtful situation has arisen and before taking further action, the competitor must: Announce to his marker or fellow-competitor that he intends to play two balls, And which ball he wishes to count if the Rules permit. If he fails to do so, the provisions of Rule 3-3b(ii) apply.

63 Stroke Play -- Doubt as to Procedure The competitor MUST report the facts to the Committee before returning his score card regardless what scores are made with both balls. If he fails to do so, he is disqualified. 3-3 video

65 Rule 18-1 - Ball at Rest Moved by Outside Agency If your ball is moved by someone else or another ball, there is no penalty to you and you replace the ball IF you know the spot AND lie; otherwise, drop it. (Rule 18-1 and Decision 20-3b/5)

66 Rule 18-2 - Ball at Rest Moved by Player, Partner or Caddie If your ball is moved by you, your partner or either caddie, except as permitted by the Rules, or if it moves after you have addressed it, add a penalty stroke and replace the ball IF you know the spot AND lie; otherwise, drop it (Rule 18-2). 67 Rule 19-1 - Ball in Motion Deflected or Stopped by Outside Agency If your ball in motion is deflected or stopped by someone or something else, play your ball as it lies without penalty. (“Rub of the Green”; Rule 19-1) Exception: After a stroke from the Putting Green: If your ball in motion is stopped by something moving or animate - You must cancel and replay. Faldo & Watson videos

69 Maximum is 14 Clubs (Rule 4-4) The player must not start a stipulated round with more than fourteen (14) clubs.

70 Make it Yours (Rules 6-5 & 12-1) Put an identification mark on your ball. If you can’t identify it as yours, it’s lost (Rule 27). Beginning in 2008, you are required to identify your ball everywhere (except in moving water). If you play a wrong ball, even from a hazard, you incur a two-stroke penalty.

72 Rule 11 - Teeing Ground In stroke play you incur a two- stroke penalty and must then play from within the proper area. Player must correct the error or be disqualified. If you use a non-conforming tee, you are disqualified.

Improving Lie, Area of Intended Stance or Swing or Line of Play uA player must not improve: –the position or lie of his ball –the area of his intended stance or swing –his line of play or a reasonable extension of that line beyond the hole, or –the area in which he is to drop a ball, uby any of the following actions: –pressing a club on the ground –moving, bending or breaking anything growing or fixed (including immovable obstructions and objects defining out of bounds), –creating or eliminating irregularities of surface, –removing or pressing down sand, loose soil, replaced divots or other cut turf placed in position, or –removing dew, frost or water.

74 uHowever, the player incurs no penalty if the action occurs: –In grounding his club lightly when addressing the ball, –in fairly taking his stance, –in making a stroke or the backward movement of his club for a stroke and the stroke is made, –on the teeing ground in creating or eliminating irregularities of surface (Rule 11-1), or –On the putting green in removing sand and loose soil or in repairing damage (Rule 16-1). 75 Rule 19-2: Ball in Motion Deflected or Stopped by Player or Equipment If your ball in motion is deflected or stopped by you, your partner, either caddie, or your equipment: In stroke play, you incur a ONE*-stroke penalty and the ball is played as it lies (Rule 19-2). (*New in 2008)

76 a. Test the condition of the hazard or any similar hazard, b. Touch the ground in the hazard or water in the water hazard with hand or a club, or c. Touch or move a loose impediment lying in or touching the hazard. Before making a stroke at a ball which is in a hazard (bunker or water hazard) the player must not: Rule 13-4. 77 Rule 15 - Wrong Ball In stroke play, if you substitute a ball when not permitted, you incur a two-stroke penalty and must continue play with the substituted ball (Rule 15-2). However, if you play a wrong ball you incur a two-stroke penalty and must then play the correct ball (Rule 15-3b). Failure to correct will result in DISQUALIFICATION

78 Rule 16 - Putting Green You may lift, and if desired, clean your ball on the putting green. Always replace the ball on the exact spot (Rule 16-1b). You may repair ball marks and old hole plugs on the line but not spike marks (Rule 16-1c).

79 Rule 16 - Putting Green Don’t touch the line of your putt unless a Rule permits (7 times; Rule 16-1a). The player may remove loose impediments on the putting green by any means, provided the player does not press anything down.

80 Rule 16 – Putting Green uRule 16-1e –The player must not make a stroke on the putting green from a stance astride, or with either foot touching, the line of putt or an extension of that line behind the ball. »Exception: There is no penalty if the stance is inadvertently taken on or astride the line of putt (or an extension of that line behind the ball) or is taken to avoid standing on another player’s line of putt or prospective line of putt.

81 Rule 16-2. Ball Overhanging Hole..the player is allowed enough time to reach the hole without unreasonable delay and an additional ten seconds to determine whether the ball is at rest. If by then the ball has not fallen into the hole, it is deemed to be at rest.
