1. 1 SB1167 of 2015 Defined “authorized entities” as entities or organizations that conduct activities in settings where allergens capable of causing anaphylaxis are present Authorized these entities to obtain epinephrine auto-injectors State Health Commissioner to identify and publish a list of such authorized entities Allowed a prescriber (e.g., physician) to prescribe and a pharmacist to dispense epinephrine auto-injectors to an authorized entity Required that there be oral or written order or standing protocol issued by the prescriber and that the authorized entity have persons trained in the use of epinephrine auto-injectors VDH and DHP to jointly adopt policies and guidelines and consider issues regarding oral or written orders or standing protocols, training needs and requirements, storage requirements, and liability protections

2. 2 Study Mandate Where, and under what conditions,would it be appropriate for the administration of epinephrine auto- injectors by lay-persons? What liability protections are needed for administration by lay-persons? What is the availability of nationally-recognized programs that train lay-persons in the administration of epinephrine auto-injectors?
