2. New Castle Hydrology  Located within 4 watershed basins –Croton River Basin (NYC Watershed) –Lower Hudson River Basin –Bronx River Basin (draining to Kensico Reservoir) –Upper Long Island Sound Basin

New Castle’s Water Quality  Different areas of the community have different water quality concerns  The Croton Watershed is phosphorus restricted. –Croton Watershed Phosphorus TMDL  The Upper Long Island Sound is nitrogen restricted.  There are waterbodies on the state priority waterbody list due to concern with pathogens, metals, and nutrients.  Waterbodies are also listed on the NYS DEC 303(d) list of impaired waters.

Illicit Discharge, Detection, Elimination Strategies Implemented  All Outfalls Mapped (23).  23 outfalls were dry weather screened.  Building maintenance, commercial car washes, parking lots, cross connections, outdoor fluid storage, vehicle maintenance/repair shops and septic maintenance were targeted for inspection.  0 Illicit discharges were detected 2014/2015

11. Illicit Discharge, Detection, Elimination Strategies Implemented  Storm sewershed mapping has been completed.  Information is available in GIS.  100% of staff in relevant positions/departments have received IDDE training. 2014/2015

12. Illicit Discharge, Detection, Elimination Evaluating/Measuring Progress  Number of illicit discharges detected/eliminated has been reduced due to staff education, inspection, tracking and reporting.  0 discharges were found 2014/2015

13. Construction / Post-Construction Control Strategies Implemented  SWPPP review procedures are in place  16 SWPPP reviewed during reporting period  Procedure to receive public comments is in place 2014/2015

14. Construction Site Stormwater Runoff Control Strategies Implemented  4 Active construction projects disturbing one acre or more in Town.  All active construction sites were routinely inspected.  All inspectors use an approved plan consistent with the NYS Construction Stormwater Inspection Manual.  The public has access to SWPPPs. 2014/2015

15. Construction Site Stormwater Runoff Control Evaluating/Measuring Progress  All construction projects submitted SWPPPs and the plans continue to show more consistency with NYS standards than previous submissions.  Stormwater control and associated BMPs continue to be a focus regarding project approval. 2014/2015

16. Post-Construction Stormwater Management Strategies Implemented  42 Post-Construction Stormwater Management Practices were inspected.  30 Catchbasins inspected and maintained.  Using GIS to track post-construction BMPs  Local Law, Overlay Districts, Comprehensive Planning, Zoning and Planning Board review procedures and Building Codes have been used to implement low impact development / better site design elements. 2014/2015

17. Post-Construction Stormwater Management Strategies Implemented (Continued)  New Castle is a member of CKWIC and the East of Hudson Watershed Corporation (EOHWC) which developed a 5-Year Regional Stormwater Retrofit Program approved by NYSDEC.  19 Stormwater Retrofits (EOHWC) were implemented. Evaluating/Measuring Progress  A total of 122.86 kg/yr of phosphorus was reduced for the EOHWC 2014/2015

20. Evaluating/Measuring Progress  Reporting procedures for municipal departments responsible for good housekeeping will be reviewed to ensure maintenance of Town facilities and maintenance activities are accounted for.  Additional reporting procedures for maintenance of various stormwater system components should be developed. 2014/2015 Stormwater Management Municipal Operations

21. Additional Watershed Improvement Strategies Strategies Implemented  Education program to address phosphorus/nitrogen is in place  100% of the Towns conveyance system has been mapped, additional features to be mapped.  A stormwater conveyance system inspection and maintenance plan program is in place and will be expanded.  Program to track on-site wastewater treatment systems that have been inspected and maintained has been implemented. 3,111 septics have been maintained.  Post-construction program is in place  5-Year Retrofit program is underway 2014/2015
