USSOUTHCOM HUMANITARIAN ASSISTANCE PROGRAM Facilitating “Security Cooperation” Our Strategic Purpose: The Humanitarian Assistance Program is a critical element and engagement tool to bring about Theater Security Cooperation: -- The Program employs precision engagement with regional, interagency and other critical stakeholders to save human live, reduce human suffering. Everything that we do, everything that we accomplish, everything that we are contemplating must have a direct correlation to winning the disaster response challenges. If we can’t find a correlation, then we aren’t doing it.

Disaster Preparedness Capacity Building Infrastructure Improvement National and Regional Focused Support Bottom-line: make an impact as CINC’s key engagement program - The focus of SOUTHCOM’s HA Program is Disaster Preparedness of natural and manmade disasters. - Projects that improve the capacity of host nations to fully respond to disasters will decrease or eliminate the need for U.S. military response.

Vision (CINC vision) Goals (achievable, supports vision) Objectives (attainable, measurable, supports goals) Desired Outcome (Enhances security cooperation through effective humanitarian assistance programs) Bottom-line: Facilitate Security Cooperation throughout the Area of Responsibility. The purpose of the Humanitarian Assistance Program is clear: To promote Theater Security Cooperation in the Area of Responsibility. Our strategy to achieve this end…is equally clear: Strategy equals Vision [plus] Goals [plus] Objectives [plus] Desired Outcome. Vision: How Disaster Preparedness and Humanitarian Assistance fits in the CINC’s strategic thought to achieve security cooperation. Program Goals: What can the program do, if done very well will support the CINC’s vision? Program Objectives: What specific actions to take that brings thought to reality, and supports the programs goals…measurable under all circumstances. Desired Outcome: Enhanced security cooperation enhanced through disaster response….

4 Types of Projects and Activities
Excess Property (EP): Disaster Relief Supplies/Equip Medical Supplies/Equip School Supplies/Equip Humanitarian Assistance Other: Engineer Technical Support Disaster Management Training EOC Management/Training Disaster Relief Warehouse Management Disaster preparedness Assessments Medical: Disease/Vector Control Bio-Med Equip Repair and Training Disease Surveillance System Medical First Responder Training Post Disaster Stress Management Training - We currently classify HA Projects into three categories: -- Excess Property (which are further broken down into the following activities: Medical, Disaster Relief, and School Supplies/Equipment. -- Medical: Includes (but not limited to the following activities..) disease surveillance, vector control, etc. -- HA Other: These are project that are not EP or Medical in nature. The activities range from technical/log assessments, SAR Training, (focus being train-the-trainer), etc.

HAP LEGAL AUTHORITY: US TITLE X, SEC 2557 & 2561 “TO BENEFIT THE CIVILIAN POPULATION” (OHDACA $ = 2 Year Funding) EXECUTE HN INPUT US COUNTRY TEAM HAP PLAN USSOUTHCOM HAP HAP PLAN OSD/DSCA HAP HAP PLAN $ - This cartoon is design to explain the HAP process in a single slide. I will quickly walk you through it so you can understand that there is a structured process: -- The process begins with input from the Host Nation. We encourage the MILGPs/MLOs to solicit realistic proposals to better develop a quality program. -- The MILGPs/MLOs formulate their FY proposals and submit them to us for staffing and consolidation into the SOUTHCOM HA Program. -- SOUTHCOM’s HA Proposals are then submitted to OSD/DSCA for approval and funding. -- Once we have the funding we begin to execute our projects with the support of the MILGPs/MLOs (they are always involved in the process). -- Now I will walk you through the types of projects that we can execute: - DoD Excess Property(EP) Projects (DR, medical, school supplies and equipment). The requirements are identified by the HN. We then work with our DLA HA Depots (Mechanicsburg, PA & San Joaquin, CA) to build the EP loads. Once the loads are ready, we draft a message to coordinate the transportation of the EP donation. Key to success is MILGP/MLO info exchange. We want to know if we’re meeting the intent of project, “assessment”, so we can continue to improve the program. - Medical Projects (EMT Trg, Bio-Med Maint Tech Spt, etc.) are coordinated with assistance of the SCSG. We review the project requirements and execute them to meet those objectives using SOUTHCOM components or other service providers. - HA Other Projects (Log/Tech Assessments, SAR Trg, etc.) are coordinated with appropriate SOUTHCOM staff and executed to meet project requirements. CINC ENGAGEMENT TOOLS Theater Engagement Disaster Preparedness (DP) Seminars H A P Humanitarian & Civic Aid (HCA) Program SYNERGY Disaster Preparedness - HAP is a focus area designed to support TEP objectives. - The HAP is one of a number of SOUTHCOM engagement tools we use to enhance disaster preparedness in the AOR. The power of the program is in how we collaborate with other SOUTHCOM engagement activities, like HCA. This synergy created when more than one engagement activity is involved, provides a better package for the host nation/region. - HAP projects (Disaster Relief Warehouses), HCA activities (Construction of roads, clinics, etc), DR Regional Seminars (To establish links, shape disaster management agencies, etc.),………and partnerships with OFDA, PAHO, Center for Disaster Management and Humanitarian Assistance (CDMHA) allow us works towards the same, “Preparedness!” Subject Matter Expert Exchanges (SMEEs) OFDA, PAHO, DLA, CDERA, FEMA, NGOs, CEPREDENAC, Civil Defense

Central American Region: - National Level DR Warehouses are being established throughout Central America. This was endorsed by OFDA/LAC and CEPREDENAC during the CENTAM Disaster Preparedness Seminar in San Pedro Sula, Honduras, Dec 99. - National Level Warehouse Sites Being Established: - Belize (FY00) - Costa Rica (FY00) - El Salvador (FY00) - Guatemala (FY00) - Honduras (FY00) - Nicaragua (Concept being reviewed by DAO) - Panama (FY01) CEPREDENAC ? Another way to view them is through their collective value…and the synergistic effects of collaboration. Their special added-value is their ability to draw from similar ideas, from different fields, to form analyses about problems implementing Humanitarian Assistance programs in the region. The SOUTHCOM Humanitarian Assistance Program seeks to build alliances with regional organizations to ensure that we are doing the right things (effectiveness)…and that we are doing those things right (efficiency). 13 Projects 8 Schools 5 Medical Clinics Joint Chiefs of Staff “sponsors” three engineer exercises each year, and will also sponsor the 5 skills exchanges once they get off the ground. JCS funds the airllift and a portion of the O&M costs for a Service Component to participate in one of these exercises. SouthCom J3 is responsible for the successful planning and execution of each one. Process: - D-2 years, SCJ3/SCJ5 obtain CinC Concurrence on countries to receive JCS exercises - D-18 months, CinC sends “Offer Message” to U.S. Ambassador in Allied Naiton asking for approval and Allied Nation concurrence that they will host the exercise - D-18 months, SCJ34 sends our message to all AOR asking for medical and engineer HCA nominations. SCEN tries to follow this quickly with our own and 412th ENG COM deployments to a good package of nominations. - D-18 months, Service Components force list for participation based upon SCJ34 “suppotability message” - D-12 months, nominations are in and Executive Agent hosts IPC - Mission statement is developed at IPC, SouthCom MOI is completed and Executive Agent and TF move into execution planning
