2 The Union wears two hats when it comes to Competitive Sourcing: We work on the FAIR inventory, on the PWS and the MEO teams to try to minimize the impact on employees. We are working to stop Competitive Sourcing.

3 Competitive Sourcing:  Is not compatible with the FS.  Will not make the Forest Service more efficient.  Will not save taxpayer money.  Is not cost effective.  Will reduce services to the public.  Will harm the economy.  Will eliminate jobs.

5 What Washington says about CS: There is not a government employee performing at industry standards. David Childs, OMB We don’t care who does the work. David Childs, OMB Forest Service employees are low hanging fruit that needs to be removed. David Childs, OMB Outsourcing will be good for local economies... We're gong to save some significant money Tom Martin, USFS Excellent Service, Lower Costs Employees will no longer employees, they will be competitors. We will be better; stronger. Concern for our employees is a top priority.. The latter all all from FS Power Points.

7 FAIR Inventories FY 2002 Employees competed @ 50% quota: USFS: 15,210 BLM: 1,526

8 Expected number of jobs lost: Employees “win” 40-70% of the competitions. When the employees “win” there is a 30- 50% reduction in the number of jobs, and those remaining have lower pay. (.3 +.4(.7)) = 58% of competed jobs will be lost.

9 Expected number of jobs lost: Expect 1,700 jobs lost this round. Expect 9,000 jobs to be lost before this is over.

10 Competitive Sourcing Myths: Don’t worry, if you lose your job you can get a job with the contractor. If we don’t get our competitions done “on schedule” we will have our budgets cut and/or be forced to go direct to contract. Quotas are coming from OMB. OMB determines what’s inherently governmental.

11 Cutting federal workers has not resulted in lower government costs. Since 1990, 400,000 federal jobs (25%) have been cut, but in that time the budget (adjusted for inflation) has gone up 15%, not down. Competitive Sourcing Myths:

12 What is being done?  The Union has filed grievances over this year’s CS.  This year’s appropriation bill bans any CS quota unless it is “based on considered research, sound analysis of past activities, and is consistent with the stated mission of the agency.”  We have asked documentation of quotas for FY 2004 & 5.  We are researching the authorizing law of the Forest Service to come up with a definition of inherently governmental that will include most, if not all, FS employees.

13 What can be done? The Union is lobbying Washington against CS. Union and management must work together to determine the compatibility of the Forest Service mission and CS. The importance of the Forest Service must be better communicated to our constituents.
