2. 2 INT-008-WECC-RBP-2 The OC directed the ISAS to review and update existing interchange criteria 1-17. The directive was to review, identify, and correct: –Ambiguities in the existing language –Superfluous language and requirements –Missing requirements –Accuracy of assigned entities and use of defined terms

3. 3 INT-008-WECC-RBP-2 The WECC Reliability Standards Development Procedures were used in conducting this review The drafting team was formed and work began in the later part of 2010 The first version was posted for comment on July 1, 2011

4. 4 INT-008-WECC-RBP-2 Posted for six comment periods –First required by WECC Procedures –Second–sixth in response to industry comments –Significant changes and debate – inclusion of pseudo ties, requirement to not exceed the transmission allocation, addition of guideline and technical basis section, exclusion of intra- BA transfers

5. 5 WECC Standards Committee o Approved expanding the scope of the SAR to include pseudo ties o Requested that the Drafting Team consider an exemption for transactions with a de minimus impact on reliability Exclusion of intra-BA transfers reduced much of the concern The DT found no MW threshold that overrides the need to tag when transfers cross BA boundaries INT-008-WECC-RBP-2

6. 6 Seeking approval of Version 6 which was approved for ballot by the WSC on November 20, 2012 o Ballot Pool from December 24, 2012 through January 16, 2013. o Ballot is open from January 17, 2013 through February 7, 2013. INT-008-WECC-RBP-2
