3 CHAPTER 4: CLASSIFICATION AND MARKING SECTION 1: CLASSIFICATION General (4-100) - Original Classification Authority Original Classification (4-101) - OC decision can be made only by a US Goverment official in writing Derivative classification responsibilities (4-102) Contractors who extract classified, apply markings from a source document, directed by a classification guide or DD Form 254, are making derivative decisions Security Classification Guidance (4-103) The GCA is responsible for incorporating appropriate clauses in classified contracts, invitation for bids, request for proposals or other solicitations Challenges to Classification (4-104) If information is classified improperly, the contractor shall discuss the issue with the GCA; A formal written challenge shall include a description to identify the issue, reasons why the contractor believe corrective action is required Contractor Developed Information (4-105) Classified Information Appearing in Public Media (4-106) Information is not automatically declassified if made public Downgrading or Declassifying Classified Information (4-107) Information is downgraded or declassified based on the loss of sensitivity ©2007 SCRA®. 4 CHAPTER 4: CLASSIFICATION AND MARKING SECTION 2: MARKING REQUIREMENTS General (4-200) Physically marking classified information with the appropriate classification markings serves to warn and inform holders the degree of protection that is required Marking Requirements for Information and Material (4-201) All classified material must be marked to the fullest extent possible Identification markings (4-202) Overall markings (4-203) Page markings (4-204) Interior pages shall be marked or stamped at top and bottom with the highest classification Component markings (4-205) Major components of a document shall be marked separately Portion Marking (4-206) ©2007 SCRA®. 5 CHAPTER 4: CLASSIFICATION AND MARKING Subject and title marking (4-207) Use unclassified titles if possible Marking for Derivatively Classified Documents (4-208) All classified information shall be marked to reflect the source of the classification and declassification instructions; documents shall show the required information on the cover, first page, and title page or other prominent position. - Derived From line - Declassified On line - Downgrade To line - Classify By line Documents generated Under Previous EO (4-209) Documents do not need to be remarked classified to comply with reference (b) ©2007 SCRA®. 6 Marking Special Types of Material (4-210) Files, folders, groups of documents Emails Microforms Translations Marking Transmittal Documents (4-211) Marked with highest classification and notation to indicate classification when enclosures are removed Marking Wholly Unclassified Material (4-212) Marking Compilations (4-213) Information if joined and/or associated together is classified. The reason for classifying the compilation is stated at or near the beginning of the compilation Marking Miscellaneous material (4-214) Material developed in the handling, processing, etc., of classification shall be handled to ensure the protection of classified material. No requirement to mark the material. Marking training material (4-215) Documents shall be clearly marked to indicate the UNCLASSIFICATED status of the information ©2007 SCRA®. 7 CHAPTER 4: CLASSIFICATION AND MARKING Downgrading or Declassification (4-216) When documents that have been downgraded or declassified are removed from storage for use or transmittal outside of the facility they shall be re-marked If the items are too large attach a downgrading and declassification notice to the inside of the file drawers Upgrading Action (4-217) Inadvertent release (4-218) ©2007 SCRA®.
