CHAPTER 4: CLASSIFICATION AND MARKING SECTION 1: CLASSIFICATION General (4-100) - Original Classification Authority Original Classification (4-101) - OC decision can be made only by a US Goverment official in writing Derivative classification responsibilities (4-102) Contractors who extract classified, apply markings from a source document, directed by a classification guide or DD Form 254, are making derivative decisions Security Classification Guidance (4-103) The GCA is responsible for incorporating appropriate clauses in classified contracts, invitation for bids, request for proposals or other solicitations Challenges to Classification (4-104) If information is classified improperly, the contractor shall discuss the issue with the GCA; A formal written challenge shall include a description to identify the issue, reasons why the contractor believe corrective action is required Contractor Developed Information (4-105) Classified Information Appearing in Public Media (4-106) Information is not automatically declassified if made public Downgrading or Declassifying Classified Information (4-107) Information is downgraded or declassified based on the loss of sensitivity ©2007 SCRA®. Marking Special Types of Material (4-210) Files, folders, groups of documents Emails Microforms Translations Marking Transmittal Documents (4-211) Marked with highest classification and notation to indicate classification when enclosures are removed Marking Wholly Unclassified Material (4-212) Marking Compilations (4-213) Information if joined and/or associated together is classified. The reason for classifying the compilation is stated at or near the beginning of the compilation Marking Miscellaneous material (4-214) Material developed in the handling, processing, etc., of classification shall be handled to ensure the protection of classified material.
