1 Moreno Valley Strategic Planning Schedule Voting Protocol Subcommittee Functions MV Planning Process

2 2005/2006 schedule I would like to schedule LIB 241 for the MV Strategic Planning meeting from 3:30 pm to 5:00 pm on: Thursday, September 15 Thursday, October 13 Thursday, November 10 Thursday December 8 Thursday, January 19 (change due to I will be out of town on the 12th) Thursday, February 9 Thursday, March 9 Thursday, April 20 (change due to Spring Break) Thursday, May 11 Thursday, June 1 (change due to commencement)

3 Who is a voting member? Suggested protocol Each subcommittee will vote for one staff and one faculty member to attend the MVSP meeting as a voting member. The faculty co-chair will also vote. Four campus administrators will be voting members. The administrative co-chair will also vote. Up to four student representatives and four adjunct faculty will be voting members, voluntarily selected. Voting members of the MVSP must be able to attend the meetings at the scheduled time (or may be able to assign a proxy when absent).

4 Subcommittee voting members will be the communication link to the MVSP committee Presentation of: –Information items –Voting items –Voting members will act as recorders/reporters for their subcommittee Requests for information

5 Voting Guideline Questions Quorum: 32 voting members, how many required for a vote to take place? Majority or 2/3 majority?

6 How are subcommittees going to function? Collection of information relative to their theme. Program review information. Unit for college community to present data supported requests for resources. Recommending body for resources for their theme and to the MVSP committee. Opportunity for college wide discussion and planning. Send Representatives to the MVSP.

8 Development of a Facilities Sample Planning Process I. Identifying categories of space that we are likely to need in the future. Linked to program development. II. Maintaining a “Group Vision” of the Campus/College as it evolves. III. Maintaining an annual cycle of planning and discussion of Facilities led by the Facilities sub-committee.

9 Facilities How do individuals communicate needs? Relevant Data (i.e. load ratios) kept current. Follow progress of current projects in the planning pipeline. Development of a maintenance process for existing facilities.

10 The Hiring Process – Faculty SAMPLE I. Review of information from disciplines –Creating “the List” Program review documents contain information on the needs of each program unit (discipline) for faculty. –Problem: The Program review documents from the disciplines need to be available to the Department Chairs. –As each discipline completes (or updates) their Program review the document should be e-mailed to the Department Chair and Dean of Instruction at MV.

11 The Hiring Process - Faculty II. Academic Master Plan Subcommittee –The Department Chairs and Dean of Instruction are responsible for developing an Academic Master Plan that is reviewed (and perhaps revised) several times each year to take into account the changing environment. –The Subcommittee maintains a priority hiring list based on the needs of the campus as a whole and the data submitted by the disciplines.

12 Academic Master Plan What criteria are used? Are there any additional criteria that should be considered? Should the Academic Master Plan be presented to the MV Strategic Planning Committee annually? If so what should the report encompass?

13 The Hiring Process - Faculty III. Selection of Positions –College vs. District decision IV. Advertising the position –Should the Human Resources subcommittee review the proposed advertising? As an information item? Will this remain a district function?

15 The Hiring Process - Staff Should Staff have a “Program Review” or something similar to identify needs? Is the MV Strategic Planning going to be involved in this process of planning for growth? If so, what activities would be supportive? Human Resources subcommittee works on staff recognition.

17 MV Planning Process Information Gathering Referal to Subcommittee(s) Recommendations

18 Using Program Review Data The relevant section is “Planning for Growth” Should this be cut and pasted into a document given to each subcommittee OR do we need a form/format?

19 How Should Data be shared? The relevant section of the Program review document would be forwarded to a staff member (i.e. Evening/Weekend Receptionist). For units that don’t have program review a one page assessment on “planning for growth” will be submitted. Each document will be assembled into a file available electronically (or by hard copy if requested). Each subcommittee will receive this file of documents.

20 Defining Subcommittee Charges All new topics come to the MVSP. –For items requiring a rapid response, the co- chairs will make a referral to the appropriate sub-committee(s). –All other items will be placed on the agenda of the next meeting. Second Thursday of the month from 3:30 to 5 pm will be the MVSP meeting time for 2005/2006.

21 Strategic Planning Making a Plan for Our College Step 1: Program review data gives information for each discipline/program on campus. Step 2: Course/Discipline Connection Webs show how our curriculum is woven together. Step 3: Set Priorities for the Campus Resources based on maximizing benefits to the COLLEGE. Step 4: MV College Strategic Planning Committee uses steps 1-3 to make recommendations on planning budgets, facilities, enrollment management and etc.

22 Step 1: Program Review Data QUESTION: Which subcommittee needs to review all of the program reviews for each discipline? –Assess justification (from data) for requests. –For unjustified requests, can suggest data needed. –Forward justified requests to Strategic Planning. These materials should be available to all.

23 Step 2: Connections Each decision made will effect other programs and courses offered. We need to be aware of these connections during planning. Faculty need to build connections for the courses they teach and communicate with disciplines effected by changes made.

24 Course/Discipline Connections

25 So changes in Chemistry 2a: Math 52 and Math courses prior to it must offer adequate number of sections to support Chem 2A. Microbiology 1 enrollments will be effected by the number of Chem 2A sections offered. Health Programs need adequate sections of Chem 2A to be offered to provide an adequate pool of students.

26 Step 3: Set Priorities MV Strategic Planning Committee (and sub-committees) can provide a place for College priorities to be discussed where different viewpoints are heard. A clear VISION for the College needs to be developed, so that planning can move us toward that vision.

27 Step 4: Making Recommendations Strategic Planning Subcommittees need to develop recommendations for actions. The Moreno Valley Strategic planning committee will discuss and refine these recommendations (access to this Committee for all members of the College Community).

28 Where does it go from here? Who will be making the decisions for our College? Will they take the recommendations seriously? People will only take the planning process seriously if they perceive that the results of their planning are used as an important part of the decision making process!
