7 12-13 June 2008 INFRA workshop in Valencia General facts (2) Car fleet in 2005: –2.9 million vehicles - M1 category –approx. 230.000 van – N1 category approx. 220.000 new cars + 3.000 to 30.000 second-hand cars are registered a year Car fleet on average is 11 years old Scrapped vehicles in 2005 (not official data!): –140.000-150.000 cars –10.000-12.000 vans

(1) Producer and importer responsible for preventing waste generation; eco-design and take-back obligation from the last owner of the vehicle; establishing collecting system; providing information; registration obligation Last owner responsible for getting the de- registration certificate; bringing the vehicle to an authorised collector or dismantling site Collector and dismantler responsible for accepting all end-of-life vehicles; issuing the dismantling certificate; collecting and providing data

(3) Co-ordinating company can be established by the producers &importers in order to take over the producer’s (or importer’s) responsibility based on agreement has to be registered by the Chief Environmental Inspectorate according to requirements set by the Hungarian End-of- life Vehicle Governmental Decree

(4) Treatment network system – new term! – can be established by recipients and/or dismantlers based on contracts –can take over the producer’s (or importer’s) responsibility based on agreement –the establishment and operating rules are governed by the conditions for co- ordinating company

13 12-13 June 2008 INFRA workshop in Valencia Licensing procedure (1) a vehicle withdrawn from service is hazardous waste => the permit (collection/dismantling) is issued according to the hazardous waste licensing procedure (90 days procedure) But! the withdrawal procedure:  de-registration belongs to the municipality  dismantling certificate belongs to the transportation inspectorate

14 12-13 June 2008 INFRA workshop in Valencia De-registration if someone would like to de-register a car, which means withdraw from service the person 1. has to look for an authorised collector or disassembling site 2. a dismantling certificate will be issued in case the car was left there 3. has to go to the municipality with the certificatie to get the final de- registration paper

15 12-13 June 2008 INFRA workshop in Valencia Licensing procedure (2) if the number of disassembling vehicles more than 5 per day or 2000 tons per year => a preliminary EIA study should be presented and the licensing procedure is pursuant to the IPPC regulation

16 12-13 June 2008 INFRA workshop in Valencia Licensing procedure (3) Before the permit is issued a site-visit is taken place to check and control whether the conditions are provided as it was presented in the documents asking for permit.

17 12-13 June 2008 INFRA workshop in Valencia Minimum technical criteria (1) determined by the ELV Govern’l decree Recipient and storage sites: waterproof surface with precipitation and discharge collection facility + with oil skimmer equipment appropriate water and precipitation purifying facility

18 12-13 June 2008 INFRA workshop in Valencia Minimum technical criteria (2) determined by the ELV Govern’l decree Treatment plant: waterproof surface with discharge collection facility + with oil skimmer equipment designated central collection site within the treatment plant to collect and store separately the hazardous, non- hazardous waste, spare parts

19 12-13 June 2008 INFRA workshop in Valencia Minimum technical criteria (3) determined by the ELV Govern’l decree Designated central collection site should be created in a way to store separately at least: spare parts contaminated with oil accumulators filters condensers containing PCB/PCT fuel, different types of oils, other liquids used tyres according to the fire prevention rules

34 12-13 June 2008 INFRA workshop in Valencia Waste Information System (2) Specific reporting obligations from 2007 for dismantlers & treaters: » obliged to inform both the transportation authority and the environmental inspectorate on –taking over, dismantling end-of-life vehicles and delivering the different kind of waste using the special report format

35 12-13 June 2008 INFRA workshop in Valencia Strength of the Hungarian system - strict and well-defined regulation containing both the technical and personal requirements, - determined obligations concerning the registration and reporting tasks, - the transportation authority does not issue a permit for the vehicle disassembling plants until they have got the permit from the environmental inspectorate

36 12-13 June 2008 INFRA workshop in Valencia Weaknesses of the Hungarian system - difficult to get a dismantling permit because of high financial investment - insufficient information on the non- registered (illegal) car disassembling plants (less and less) - lack of civil servants to make a survey of the non-registered plants

37 12-13 June 2008 INFRA workshop in Valencia Concluding remarks licencing process is quite complex including three other competent authorities technical and personal requirements seem to be high for a small dismantling plant administrative fee is high for a small dismantling plant
