HSPA&HSPA+: main stream for mobile vendors as UMTS evolution; enhancement to radio techniques to target higher throughput and peak rate, efficient always-on, machine-to-machine and VoIP application UMTS TDD: technology available 3GPP Long Term Evolution (LTE) of UMTS (target throughput 3-4 times HSPA, peak data rate 100 Mbps with 20 MHz channelisation). Based on OFDM. Target for availability of specifications December 2007 WiMAX (IEEE 802.16-2005): non IMT-2000 technology; spectral efficiency similar to HSPA but larger bandwidth (and therefore higher peak data rate)

3 3 | GIOVANNI ROMANO | Technology Plan, Standards & IPR ETSI Workshop on Standards & Interoperability in ICT ETPs TELECOM ITALIA GROUP Spectrum issues for BWA Two key pillars of mobile industry in Europe and worldwide are standardisation and regulation A stable and clear regulation environment is a prerequisite for long term industry plans A common pan European technology enabled mass production and roaming across Europe: a scenario eventually adopted all over the world Technology fragmentation hinders the development of a mass market and may cause higher costs to the end user 1 and higher difficulties in emerging markets European Research must investigate new technology enablers (e.g., Software radio, Dynamic Spectrum Allocation) to better exploit the spectrum. Spectrum management policies need to evolve still ensuring the proven key success factors for mobile industry Europe must innovate and ETSI must continue to have a strong role for the industry Remember GSM lesson: high quality standards and mass market = success but investigate new solutions to improve spectrum usage and performance Technological competition is welcome but it is important to have a rational use of resources 1 GSME response to EC consultation on the 2500-2690 MHz IMT-2000/UMTS extension band - 12 September 2005
