4 Agenda TETRA – The living standard How to interconnect two TETRA systems TETRA Release 2 is more than TEDS... TETRA Release 2 – A world filled with applications The future beyond TETRA Release 2

5 The living standard Standardisation started in the late 80s First version of air interface specification ETSI ETS 300 392-2 ed 1 published in March 1996 First nationwide TETRA public safety network completed in 2002 TETRA Association formed in 1995 First IOP Test certificates in 1999 Core document for TETRA Release 2, the ETSI EN 300 392-2 V 3.1.1, published in 09/2006

6 How to interconnect two TETRA systems European integration includes cross-border police co-operation Specification for harmonised radio and data communication ETSI standard TETRA satisfies key Schengen requirements EU decision to conduct a pilot test programme

7 Three-Country Pilot National sub-networks were connected in June 2003 First tests of cross-border communications in October/November 2002 Practical test with police forces, fire brigades, rescue services, customs and civil protection carried out in May/June 2003 Final report published in November 2003 http://www.3countrypilot.com

8 Does TETRA handle data? Database look up AVL Email Data transmission Limited slow scan video But multimedia applications are more difficult...

9 Evolution: Application vs. TETRA TETRA 1 Circuit Data TETRA 1 Short Data Services TETRA 1 Single Slot Packet Data TETRA 1 Multi-slot Packet Data TETRA 2 TEDS Database look up AVL Email File transfer e.g. Still image Slow scan video QoS managed video Not suitable SuitableEffektive today

10 Mission critical data applications with TETRA Current applications require data transmission capacity –Frequent messages, small payload GPS position data from portables and vehicles Database requests Status messaging But some applications require higher data throughput –Infrequent messages, much higher payload Picture of a wanted person File transfer Slow scan video TETRA Single Slot Packet Data TETRA Multi Slot Packet Data

11 TETRA Enhanced Data Service - TEDS Backward compatible with TETRA Release 1 - Network integration capability Flexible data rates and spectrum use - 25, 50, 100, and 150 kHz channels bandwidths - Can trade off data rate, spectrum and range Integrated TETRA 1 and TEDS systems - i.e. Can receive TETRA 1 calls on TEDS channels Technology selected for TEDS use - Multi-carrier QAM (Quadrature Amplitude Modulation) in all bandwidths - D8PSK in 25 kHz

12 Gross data transmission rates for QAM Modulation scheme Channel bandwidths 25 kHz50 kHz100 kHz150 kHz 4-QAM38,476,8153,6230,4 16-QAM76,8153,6307,2460,8 64-QAM115,2230,4460,8691,2

13 How do data, range, bandwidth vary? 600 kb/s 500 kb/s 300 kb/s 200 kb/s Range (km) 400 kb/s 150 kHz 100 kHz 50 kHz 25 kHz Modulation scheme 64QAM 16QAM 4QAM D8PSK (25 kHz) 100 kb/s Framing Rate

14 How does this compare with TETRA 1? 600 kb/s 500 kb/s 300 kb/s 200 kb/s Range (km) 400 kb/s 150 kHz 100 kHz 50 kHz 25 kHz Modulation scheme 64QAM 16QAM 4QAM D8PSK (25 kHz) 100 kb/s Framing Rate TETRA 1

15 The Power of TETRA Release 2 Legend: Circle size = coverage area Circle height = data capacity TETRA 1 + TETRA 2 at 25 kHz TETRA 2 at 50 kHz TETRA 2 at 100 kHz TETRA 2 at 150 kHz TETRA 2 at 100 kHz TETRA 2 at 50 kHz TETRA 2 at 150 kHz All TETRA 2 sites include TETRA 1

16 The news in TETRA Release 2 New speech codec USIM requirement for TETRA Interworking and Roaming with other networks 3G Enhancement of the air interface Extension of operating range of TETRA Support for further requirements (e.g. location information)

17 TETRA Release 2 brings new capabilities to fire Floorplans of burning buildings TETRA 1 Database of plans held on CD in cab TETRA 2 Updated plans can be downloaded as appliance is on route Fire fighters get latest information Check database of hazardous chemicals TETRA 1 Text based results from database search TETRA 2 Text and image results from database search Fire fighters get clearer information

18 TETRA Release 2 brings new capabilities to Ambulance Transmit ECG trace from ambulance to doctor in hospital TETRA 1 Transmit compressed ECG TETRA 2 Less compression means more details on ECG More accurate diagnostic for rare heart conditions Transmit pictures from crash scene TETRA 1 Still images or slow scan video TETRA 2 More detailed video images Doctors can make more accurate predictions

19 TETRA 2 Data Applications User Benefit PoliceMobile surveillance camera that doesnt alert the suspect Greater details can prove vital to remotely monitor operations TransportLive update of arrival/departure boards More relevant and accurate information to passengers TransportCheck image database to see manifests, passenger lists etc. Helps reduce smuggling of goods and people Oil, Gas & Utilities Camera monitoring at very remote locations to check on lone workers Increase safety for remote workers Oil, Gas & Utilities Camera monitoring of areas at risk – used to supplement telemetry data Faster and more accurate understanding of events

20 Status of TETRA Release 2 Core document EN 300 392 – 2 v 3.1.1 has been delivered 20.09.2006. Work on related aspects as e.g. PEI almost completed European Regulators working on frequency allocation Manufacturers started development 27 th /28 th March 2007 a user/manufacturer workshop on prioritising the introduction takes place in Bonn

21 The future beyond TETRA Release 2 Intention to describe and define functional and operational user requirements, capabilities, applications and scenarios beyond 2015 Activities towards globalisation of future telecommunications standardisation work - Transfer of ETSI Project DAWS to the European- American joint project MESA connected with TIAs APCO Project 25/34 Increasing the transparency in patents and licences - ETSI revised its own Patent Policy to meet future requirements
