June 2007 European economies depend on natural resources, including raw materials such as minerals, biomass and biological resources; environmental media such as air, water and soil; flow resources such as wind, geothermal, tidal and solar energy; and space (land area). Whether the resources are used to make products or as sinks that absorb emissions (soil, air and water), they are crucial to the functioning of the economy and to our quality of life.

June 2007 The sustainable use of resources, involving sustainable production and consumption is hence a key ingredient of long-term prosperity, both within the EU and globally. Indeed, the EU Strategy for Growth and Jobs endorsed by the Spring Summit of 2005 gives high priority to more sustainable use of natural resources. It also calls for the EU to take the lead towards more sustainable consumption and production in the global economy. Europe therefore needs a long-term strategy that integrates the environmental impacts of using natural resources.

June 2007 The Commission intends to develop sectoral initiatives for specific economic sectors in the context of the EU Strategy for Growth and Jobs, together with initiatives on industrial policy. This would contribute not only to strengthening competitiveness and overall performance, but as well to reduced negative environmental impacts. Pursuing enhanced eco-efficiency may also act as a driver for innovation, improved productivity and hence competitiveness and growth.

June 2007 Environmental support activities to companies, including SME-s, are encouraged:  Introduction of environmental management systems  Education for increasing competitiveness  Creating partnership at a regional level for promoting new technological solutions  Environmental vocational training and funding possibilities

10 Marcello Bonitatibus – Zvolen, Slovakia – 11-12 June 2007 Micro, small and medium-sized enterprises (SMEs) play a central role in the European economy. They are a major source of entrepreneurial skills, innovation and employment. In the enlarged European Union of 25 countries, some 23 million SMEs provide around 75 million jobs and represent 99% of all enterprises. Viera Petrášová – Zvolen, Slovakia, 11. – 12. June 2007

June 2007 The new definition is more suited to the different categories of SMEs and takes better account of the various types of relationships between enterprises. It helps to promote innovation and foster partnerships, while ensuring that only those enterprises which genuinely require support are targeted by public schemes.

June 2007 Agriculture and forestry, as major land users, play a key role in determining the health of rural economies as well as the rural landscape. Though agriculture may be less important to the economies of rural areas than it used to be, it still has a valuable contribution to make to their economic growth and environmental sustainability. EU agriculture is not one-dimensional as some may imagine. In fact, farmers perform many different functions ranging from food and fibre production to countryside management, nature conservation, and tourism. Farming can thus be described as having multiple functions.

The conditions for agricultural production vary. The different regions have specific production methods and culinary traditions. European and global consumers are showing an increasing interest in the qualities of these foods.

June 2007 The exceptional nature and quality of some products derives from both their place of production and the methods used to make them. Consumers and the food trade are increasingly interested in the geographical origin of food and other characteristics. The EU recognises this and has developed three ‘quality logos’.

June 2007 The advantages of protecting these quality indications are that they:  offer guarantees for consumers about origin and methods of production;  deliver effective marketing messages about high value-added products;  underpin rural businesses producing quality products by protecting the label against unfair imitation.

Since then the CAP has been increasingly adapted to sustainability goals. The CAP’s objectives include helping agriculture to fulfil its multifunctional role in society: producing safe and healthy food, contributing to sustainable development of rural areas, and protecting and enhancing the status of the farmed environment and its biodiversity. It has also been important for the EU to establish common rules for the approval of genetically-modified organisms in agriculture

18 Marcello Bonitatibus – Zvolen, Slovakia – 11-12 June 2007 With over half of the population of the 25 Member States of the EU living in rural areas covering 90 % of the territory, rural development is a vitally important policy area. Farming and forestry are the main land uses in rural areas, and as such play an important role at the heart of rural communities as the basis for a strong social fabric and economic viability and the management of natural resources and the landscape.
