NC Geospatial Data Archiving Project One of eight initial collection building projects in the Library of Congress-funded NDIIPP (National Digital Information Infrastructure and Preservation Program) Lead organizations: North Carolina State University Libraries and North Carolina Center for Geographic Information & Analysis (NCCGIA) Focus: –State and local government geospatial data in NC –Repository development as catalyst for discussion –Goal: Engage SDI in data archiving and preservation Initial 3 year project extended to March 2009

NCGDAP: Key Outcomes Demonstration repository at NCSU –Data acquisition, ingest workflow development Engagement of state SDI in preservation –Survey of current archiving practice at local agencies –New statewide archiving committee under the NC Geographic Information Coordinating Council –New NC-led multi-state demonstration initiative funded Library of Congress –Socializing the problem of preservation National and International engagement

NC Archival and Long-Term Access Committee Initiated by NC Geographic Information Coordinating Council in 2008 to address growing concerns of state and local agencies about long-term access to data Key catalysts –NCGDAP Frequency of Capture Survey in 2006 –GICC Ad Hoc Local/State/Federal Data Sharing Committee in 2007 Federal, state, regional, and local agency representation Key focus –Best practices for data snapshots and retention –State Archives processes: appraisal, selection, retention schedules, etc.

Multi-State Geospatial Demonstration Project One of four projects in the Library of Congress-funded Multi-state Government Digital Information Program –Other projects focused on electronic record exchange, web pages, directory information Lead organizations: North Carolina Center for Geographic Information & Analysis (NCCGIA) and State Archives of NC Partners: –Leading state geospatial organizations of Kentucky and Utah –State Archives of Kentucky and Utah –NCSU University Libraries State-to-state and geo-to-Archives collaboration 2 year project: Jan. 2008-Dec. 2009

Multi-State Project Components Phase I: Project kick-off, disciplinary exchange, detailed scoping Phase II: Business case development for sustaining access to content and archiving Phase III: Inventory available content and capacity of state partners, inventory or identify existing practices in partner or other states Phase IV: Assess requirements, recommend/adopt/develop demonstration tool, recommend desired “at-risk” content for transfer, archiving, and access points, and determine actions for demonstration

Phase V: Demonstration of content transfer and point access for archival scenarios, including Library of Congress point of access Phase VI: Observation and documentation of best practices Phase VII: Outreach and engagement, including engagement of specific organizations and broader network of states

Possible Points of Connection with OGC Large scale data transfers between organizations –Does this tie into the OGC/OGF sphere of collaboration? –Is the problem of data transfers orthogonal to the OGC set of standards (i.e., handled through OGF specs)? Federated data management: implications for archiving Temporal aspects of decision-support in a web services environment Interface of repositories with access infrastructure Various metadata issues –Data versioning –Support for added administrative and technical metadata –Metadata wrappers and content packaging
