4 4 Bay Area Transportation Basics More than 4.5 million cars Some 25 transit agencies with 4,500 buses, railcars and ferries 20,000 miles of local streets and roads 1,400 miles of highway 300 miles of carpool lanes Eight toll bridges

5 Bay Area Travel Modes (All Daily Trips)

6 6 Three Agencies in One MTC — Created by the Legislature in 1971. Planner, coordinator, manager and banker. Distribute over $1 billion per year in local, state and federal funds to transportation projects and services. BATA — Created by the Legislature in 1998 to administer the base toll on the bridges, BATA is now responsible for the entire $4 toll, including overseeing the Toll Bridge Seismic Retrofit Program. SAFE — Created by the Legislature in 1988. Oversees the region’s network of call boxes and the Freeway Service Patrol. Partners with Caltrans and CHP on Freeway Incident Management

7 7 Many Players in the Region Caltrans 101 cities and nine counties Congestion Management Agencies (CMA) — recommend projects in the STIP for each county Sales tax authorities — often the same as CMA, but not always Transit agencies — 26 agencies, but SF Muni carries almost half of all riders. BART carries 20%, AC Transit carries 14 %, VTA carries 8% Bay Area Partnership Board brings these entities together to review and advise on MTC policies

12 12 Joint Policy Committee The Joint Policy Committee (JPC) coordinates the regional planning efforts of the four regional agencies: the Association of Bay Area Governments (ABAG), the Bay Area Air Quality Management District (BAAQMD), the Bay Conservation and Development Commission and MTC. The JPC is comprised of 21 voting members from the four regional agencies. The JPC pursues implementation of the Bay Area's Smart Growth Vision. The JPC is developing a set of collective initiatives for the Bay Area – working through the four regional agencies – to deal with the issues of climate change and global warming.

Call Box program Partnership with CHP and Caltrans 2,000 call boxes on more than 1,100 miles of highways and expressways.
