The Quality Schooling Framework (QSF) is the California educator’s destination for timely tools and practices to guide effective planning, policy, expenditure, and instructional decisions at all schools and districts. 3

4 TOM TORLAKSON State Superintendent of Public Instruction How Does the QSF Help Schools and Districts? Centered around the importance of students learning and thriving, the QSF provides research summaries, resources, and tools to measure and support improvement for all schools. 4

5 TOM TORLAKSON State Superintendent of Public Instruction Building on Prior School Improvement Approaches California educators have made significant cultural and educational shifts from early Elementary and Secondary Education Act implementation. The QSF reflects what we have learned in the past decade about how schools become more effective. 5

It draws upon the best elements of the earlier school self- assessment measures. It presents a framework for thinking about school effectiveness for all schools. 6
