2 November 30, 2005NANC2 Work progresses on the permanent pANI Administration recommendation for NANC: –IMG has not completed its work on identifying the guiding principles and policy framework associated with permanent pANI administration –IMG forwarded the interim guidelines to INC so that it can begin the process of familiarizing itself with the document in preparation for permanent guideline development –IMG recommendation expected to be finalized and sent to NANC for its consideration March 2006 pANI IMG Phase II Status

4 November 30, 2005NANC4 pANIs –utilize the 10 digit NPA-NXX-XXX NANP format and are assigned in blocks –are a shared numbering resource warranting neutral third-party administration –require similar assignment and resource management as does number pooling pANI IMG Considerations

5 November 30, 2005NANC5 IMG members reached agreement that the permanent pANI Administrator falls under Section 251 of the 1996 Telecommunications Act (e) Numbering Administration- –(1) Commission Authority and Jurisdiction - The Commission shall create or designate one or more impartial entities to administer telecommunications numbering and to make such numbers available on an equitable basis. The Commission shall have exclusive jurisdiction over those portions of the North American Numbering Plan that pertain to the United States. Nothing in this paragraph shall preclude the Commission from delegating to State commissions or other entities all or any portion of such jurisdiction." –(2) Costs – The cost of establishing telecommunications numbering administration arrangements and number portability shall be borne by all telecommunications carriers on a competitively neutral basis as determined by the Commission. pANI Administrator Requirements

6 November 30, 2005NANC6 pANI IMG Recommendation Request NANC consider and recommend to the FCC the following: Endorse that pANI administration be managed under federal procurement similar to current NANPA and PA contracts Recommend that the pANI administrator responsibilities be included in the next available FCC Number Administration Contract Bid so that a permanent administrator can be selected as quickly as possible Discharged by the Pooling Administrator
