Have defined SLAC, ANL, and LLNL rate structures. Buildup of fully burdened rate is performed in Cobra Overhead: OPC Labor @ 40% Overhead: TEC Non-Labor @ 4.32%, OPC Non-Labor @ 5.04% Escalation: SLAC/LLNL Labor rates @ 4.0%/Year Escalation: ANL Labor rates @ 4.5%/Year Escalation: M&S Rates use DOE guidelines Basis for Escalation Rates consist of: Laboratory published escalation rates DOE Escalation guidelines P3 provides the budgeted quantities for each planned resource to Cobra.
