4 New Prior Experience will Evaluate TS Projects on:  The extent to which Project provide “high quality services, as manifested, in part, by how they fare preparing students to complete rigorous secondary school curricula that make them eligible for programs such as the Academic Competitiveness Grant Program.  Requires that Projects report the rates at which their students that graduate from high school on time and enroll in and graduate from postsecondary education programs.  More emphasis on Student Outcomes. 4

5 Expected Changes? Projects will need to increase the intensity and, quite likely, the frequency of counseling sessions for each participant. Department of Education MAY opt to reduce the minimum number of participants from 600 in order to allow Projects to provide more targeted services. Department will likely alter the Annual Performance Report completed by Projects to reflect the altered prior experience criteria. 5

6 New Expanded Prior Experience 1)The delivery of service to a total number of students served by the program; 2)The continued secondary school enrollment of such students; 3)The graduation of such students from secondary school with a regular secondary school diploma in the standard number of years; 6

7 New Expanded Prior Experience 4)The completion by such students of a rigorous secondary school program of study that will make such students eligible for programs such as the Academic Competitiveness Grants Program; 5)The enrollment of such students in an institution of higher education; and 6)To the extent practicable, the postsecondary education completion of such students. 7

8 Possible Objectives Based on Expanded Prior Experience Definition “High Quality” Service Delivery Based on: # of Participants Funded to Serve that Receive Services;  ED will not specify a minimum # of participants that must be served (?)  Both MS and HS Students or focus on just HS students (?)  Minimum # of services each participant must receive (?)  Might not be a separate objective but still calculated towards prior experience like it is now. 8

9 Possible Objectives Based on Expanded Prior Experience Definition 1.)% of Participants that Continue to be Enrolled in Secondary School;  Similar to current Promotion Objective but focus is on “continued enrollment”  Percentage should be based on target school’s current retention rate (minus current participants if a continuation Project) 9

10 Possible Objectives Based on Expanded Prior Experience Definition 1.)% of Participants that Continue to be Enrolled in Secondary School;  Emphasis on Retention/Dropout Prevention services  Increased Project presence at target schools during the day  Both MS and HS Students or focus on just HS (?) 10

11 Possible Objectives Based on Expanded Prior Experience Definition 2.)% of Participants (12 th Graders) that Graduate from High School with “Recommended” (regular) diplomas in the standard number of years;  Similar to current HS graduation objective but focus is on graduating with regular (?) diplomas within 4 (?) years  Percentage should be based on target school’s current rate of 12 th graders graduating with Recommended High School Program diplomas with 4 years (minus current participants if a continuation Project) 11

12 Possible Objectives Based on Expanded Prior Experience Definition 2.)% of Participants (12 th Graders) that Graduate from High School with “Recommended” (regular) diplomas in the standard number of years;  Contingent on diploma types offered by target high schools in Texas: 1.) Recommended High School Program Diploma – ACG Eligible 2.) Distinguished Achievement Program Diploma - ACG Eligible 3.) Minimum High School Program (only with proper approval)  Emphasis on early/consistent diploma and course selection beginning in the 8 th grade. 12

13 Possible Objectives Based on Expanded Prior Experience Objectives 3.)% of Participants (12th Graders) that complete a rigorous secondary school program that make them eligible for programs such as the Academic Competitiveness Grants Program;  Focus on rigorous academic curriculum and “advanced” diploma offered by the target school – Texas: Distinguished Achievement Program Diploma & Recommended High School Diploma Plan 13

14 Possible Objectives Based on Expanded Prior Experience Objectives 3.)% of Participants (12th Graders) that complete a rigorous secondary school program that make them eligible for programs such as the Academic Competitiveness Grants Program;  Percentage should be based on target school’s current rate of 12 th graders graduating with Distinguished Achievement Program Diploma & Recommended High School Diploma Plans (minus current participants if a continuation Project)  % should be lower and focus on a smaller # of participants than Objective # 2.) (?) 14

15 Possible Objectives Based on Expanded Prior Experience Objectives 4.)% of Secondary School (HS) Graduates that enroll in postsecondary educational programs;  Similar to current college enrollment objective  Eliminates current objectives regarding % of 12 th graders completing college admissions/financial aid applications - these now become activities needed to achieve objective (?)  Refers back to high school graduates in both 2.) and 3.) 15

16 Possible Objectives Based on Expanded Prior Experience Objectives 5.)% of participants that complete a postsecondary educational program.  Refers back to all participants that enrolled in postsecondary educational programs in previous years’ Objective #4  Extent practicable - Up to 6 years of tracking (?)  Complete a postsecondary educational program - Certificate, Associate Degree or Bachelors Degree (?) 16
