7. 7  New to ICANN community OR engaged at some level but not fully participating  Limited ability to attend ICANN meetings without support  Citizen of low, lower-middle or upper-middle income economy as determined by World Bank  Citizen of SIDS (small island developing states) classified as developing and least developed by United Nations Who is eligible?
