3 3 WELMEC European cooperation in legal metrology n Memorandum of Understanding in June 1990 in Bern –Members: Legal metrology authorities 18 states (15 EU + 3 EFTA) –Associate Members: Legal metrology authorities 10 states of Central and Eastern European countries –Name: “Western European Legal Metrology Co-operation“ n Several enlargements since 1990 – New associate members : EU Applicant states – New full members when they became EU states – Name: “ WELMEC European co-operation in legal metrology”

14 14 WELMEC European cooperation in legal metrology Corresponding Tables n MID opened a new EC route for presumption of conformity by using OIML Recommendations (instead of only European harmonised standards) n Conditions and process : –identification of IR’s and their requirements which give presumption of conformity to the essential requirements of MID –advice of MI Committee –publication of references in Official Journal of the EU n Publication of simplified tables in Official Journal of the EU

17 17 WELMEC Near Future (2) European cooperation in legal metrology Priorities in the near future:  Continuation of work in the field of remaining Old Approach Directives (to be included in MID) n preparation of new annexes of MID in line with the technical progress  Other issues coming from Services Directive n the Services Directive aims to create a free market for the services sector. Its purpose is to remove the legal and administrative barriers that can hinder businesses from offering their services in another country, and to encourage cross-border competition n the European Commission's estimates point to a 1.8% increase in GDP and 2.5 million new jobs

18 18 WELMEC Near Future (3) European cooperation in legal metrology Priorities in the near future:  New internal market package http://ec.europa.eu/enterprise/regulation/internal_market_package/index_e n.htm  Other issues coming from Energy Efficience Directive n Metering and informative billing of energy consumption (Article 13) …….final customers for electricity, natural gas, district heating and/or cooling and domestic hot water are provided with competitively priced individual meters that accurately reflect the final customer's actual energy consumption and that provide information on actual time of use.
