2 doc.: IEEE 802.18-07/0090r1 Submission Introduction DFS has been under scrutiny in a number of regulatory domains –Canada has (at least temporarily) closed the 5600 – 5650MHz band to RLANs –Japan has tightened test requirements –Australia changes still in the works –EU has announced planned changes TCAM meeting last week; response to weather radar complaints –Pulse width detection threshold changed Was 1uS Changing to 0.8uS, then 0.5uS –Added detection of staggered PRF radars with 3 PRF values –Interim steps include closing 5600 – 5650MHz band

3 doc.: IEEE 802.18-07/0090r1 Submission May 2007 Rich Kennedy, OakTree WirelessSlide 3 TCAM Proposal From now to 31 March 2008 –Products placed on the market during this period shall as a minimum be compliant with version 1.2.3 of EN 301 893 –31 March 2008 is the DOW (Date of Withdrawal) for EN 301 893 version 1.2.3 –31 March 2008 is the last day that products tested against this version of the standard can be placed on the market. –In order to continue to place these products on the market after 31 March 2008, they shall be tested against version 1.3.1 or 1.4.1 of EN 301 893 1 April 2008 – 1 July 2008 –Products placed on the market during this period shall be compliant with either, version 1.3.1 or version 1.4.1 of EN 301 893

4 doc.: IEEE 802.18-07/0090r1 Submission TCAM Proposal [2] 1 July 2008 – 31 March 2009 –Products placed on the market during this period shall be compliant with either, version 1.3.1 or version 1.4.1 of EN 301 893, AND … –In addition, when operating within the band 5600 – 5650 MHz, they shall be capable of detecting Staggered PRF with a maximum of 3 different PRF values. This will be added as a footnote in the OJ listing (December 2007) –Equipment that can not implement the Staggered PRF shall not operate in the 5600-5650 MHz But this will not be written in the regulation (only in TCAM minutes)

5 doc.: IEEE 802.18-07/0090r1 Submission TCAM Proposal [3] 1 April 2009 to 30 June 2010 –Products placed on the market during this period shall be compliant with version 1.5.1 of EN 301 893 –ETSI still need to develop this standard. This version will be based on version 1.4.1 but in addition it will have the following DFS to detect pulse widths down to 0.8 µSec across the bands 5250-5350 and 5470-5725 MHz DFS to detect Staggered PRF across the bands 5250-5350 and 5470-5725 MHz Solution for the noise calibration of weather radars in 5600-5650 MHz –This is the 10 min CAC or equivalent

6 doc.: IEEE 802.18-07/0090r1 Submission TCAM Proposal [4] After 1 July 2010 –Products placed on the market after 1 July 2010 shall be compliant with version 1.6.1 of EN 301 893 –ETSI still need to develop this standard. This version will be based on version 1.5.1 but in addition it will have the following DFS to detect pulse widths down to 0.5 µSec across the bands 5250-5350 and 5470-5725 MHz

7 doc.: IEEE 802.18-07/0090r1 Submission The Good News TCAM recognizes that weather radar does not have requirements to limit its interference in the band TCAM is looking for our feedback on specs for the weather radars –See CEPT/ERC/REC 74-01 Annex 5

8 doc.: IEEE 802.18-07/0090r1 Submission Summary The EU has addressed shortcomings in EN 301 893 v1.4.1 Equipment put on the EU market must meet these requirements at these deadlines: –After 31March2008 must meet EN 301 893 v1.3.1 or 1.4.1 –As of 1July2008 detect staggered PRF (3 PRF values) in 5600 – 5650 MHz band; or block the band –After 31March2009 must also meet EN 301 893 v1.5.1: Detect 0.8uS pulse width across 5250 – 5350 and 5470 – 5725 MHz bands Detect staggered PRF across 5250 – 5350 and 5470 – 5725 MHz bands Include a solution for weather radar noise calibration period (10 min CAC) –After 31March2010 must meet EN 301 893 v1.6.1 Detect 0.5uS pulse width across 5250 – 5350 and 5470 – 5725 MHz bands
