Expired or invalid IFBs/RFBs /RFPs will likely be treated by suppliers as merely "curiosity- seeking." Accordingly, the entities using these may not receive aggressive bids. Please use a current IFB or build one using our system. 3. Fuel Suppliers inform us that, for Buyers using index-pricing, bids may improve if "OPIS or Platts Same Day Avg" index is used rather than "OPIS or Platts-Weekly." 4. Suppliers also inform us they could bid more aggressively if payment were to be made within 10 days of delivery rather than 30 since they often have to pay for product within 5 days. 5.
