The following process lays out a timeline and methods for considering all proposals, in order to achieve adoption of a unified proposal as the basis for the draft, and to avoid a draft that includes a quilt of mismatched methods

Otherwise, the item is removed from the agenda Merge/No/Abstain vote after proposed substantive text presentation. –The vote shall consider The substantive text that addresses objective X is worthy of inclusion in the base draft, with choices being Merge/No/Abstain Merge = The substantive text that addresses objective X is worthy of inclusion in the base draft No = The proposal is not going to be included in the base draft, but it is encouraged to submit the proposal as subsequent additions or modification after the base draft is adopted in TG Abstain = No opinion expressed –Proposals must get a simple majority of Merge votes to continue

Proposals must get 75% or more yes to be included in draft. –If a proposal receives 75% yes, then instruct the TG editor to adopt/merge it into the base draft. –If more than one proposals are targeted for the same objective and they are contradictor, voters must vote Yes for at most one of them –If no proposal achieves 75%, vote shall be given at each subsequent meeting until one or more proposals get 75% or more yes to be included in draft. At end of July 2006 meeting, if no proposal has been adopted into the base draft, then TG votes to rescind its PAR Step 3: Complete Substantive Text for Base Draft
