CADPAAC Quarterly CalOMS Tx Presentation March 2010 4/22/2017 Overview – CalOMS Tx Features Gather, track, analyze, and report demographics and outcomes on clients. Improve data quality with rigorous system edits. Enable authorized users to obtain outcome data directly from the system. Track clients using a Unique Client Identifier (UCI). Meet the reporting and accountability needs of the federal government, State, counties, providers, and counselors. All of the bulleted items on the top of this slide are part of the original CalOMS Tx Vision. With the data that has been submitted to CalOMS we are able to track, analyze and report back on client demographics and outcomes. The data is more accurate than in CADDS due to the edits built into the system. Such as - a client in an NTP program must have a opioid medication listed; alcohol can not be injected. The client identifiers are non-intelligent, meaning that a persons identifiers such as birthdate is not part of their client ID. ADP sends electronic data monthly to the federal government and ADP provides a comprehensive reports system to the counties. 4/22/2017

4/22/2017 Overview – Due Dates Report admissions data within 45 days of the end of the report month. Report annual update data within 45 days of the end of the report month. Report discharge data within 45 days of the end of the report month. Correct all errors on the error report within 75 days of the error report month. For example, close your records for the month of January and you have until March 15th to submit data to be considered on time. 4/22/2017

ADP will stop public funding payments if CalOMS data is not submitted on time. Submit admissions, annual update, and discharge data by the 15th. ADP will stop public funding payments if CalOMS data is not complete. Submit admissions, annual update, and discharge for all clients. ADP will stop paying public funding payments if CalOMS data is erroneous. Submit admissions, annual update, and discharge correctly. Correct errors in admissions, annual updates, and discharges. The critical consequence is that California will lack data to support funding for treatment programs. We really don’t want to interrupt payments to counties, but we can stop making payments if data is late, incomplete, or erroneous. 4/22/2017

Added new edit to improve NTP data. Added new edit to improve source of referral and criminal justice status. Updated NULL data with Youth and Standard admission data. Updated the report footer information on 3 reports. Added new edit to improve annual update data. Created Error and Submission Details Flat File Report. Gave County Contracted Providers access to reports. We did accomplish some system enhancements in 2009 and are considering enhancements for 2010. 4/22/2017

The Web-based training gives a comprehensive overview of CalOMS and why the data collected is important to everyone from the federal government and the local provider.. On the web page there is historical information, the CalOMS Calendar (that documents the data reconciliations deadlines) and all the documents needed to understand CalOMS edits, questions and requirements. 4/22/2017

4/22/2017 Data ITWS accepts and processes incoming client admissions, annual updates, and discharges. CalOMS performs electronic error checks and rejects incorrect or incomplete records so that unacceptable data is not included in the database. CalOMS checks every incoming record against our provider data for valid service codes and provider IDs. CalOMS creates unique client IDs. CalOMS assigns a unique episode ID for clients with multiple admissions. CalOMS stores accepted data used in SAS and CalOMS Tx Reports. The development work for the Input Sub-system was completed on September 9, 2005 and user acceptance testing was completed on October 31, The first counties began submitting “live” data to CalOMS in Feb 2006. This is what the system Input Sub-system does with the CalOMS Tx data. Processes incoming client admissions, annual updates and discharges. – Looks at each record and determines if the data is from a valid provider, then begins checking the data. The system checks and rejects incorrect or incomplete records so that unacceptable data is not included in the database. Checks every incoming record against the Master Provider File (MPF) for valid services codes and provider IDs. – If the provider is not valid or the service codes are incorrect, the record is rejected. Creates unique client ID based on the information give in the identifiers such as mother name, date of birth etc. If the client enters treatment a second time with the same client identifiers the client will be given the same ID #. If the identifiers change, then the client will be given a new identifiers. For those clients that enter a second treatment program within 30 days of the prior treatment admission an Assigns an unique episode ID for clients with multiple admissions. Stores all the accepted data used in SAS and CalOMS Tx Reports. 4/22/2017

4/22/2017 Reports Outcome Reports Assessing Services Changes During Treatment Service Utilization Treatment Population Data Data Management Reports Open Admissions Error Submission Detail Data Quality Compliance Open Providers Available to counties and ADP staff are 16 Outcome reports and each reports allows the requester to select different parameters, such as reporting period, special population, race, age at admission. Data management reports give us more information about the county’s providers submission compliance. There are also reports for SACPA and the PSN programs. 4/22/2017

4/22/2017 Sample Outcome Report Shows decline in mental health issues from admission to treatment Quick overview of how a report is generated. This report was generated for Fresno County, 01/01/07 – 01/01/08, Changes During Tx, Mental Health Issues First Select Parameters such as county, special population, time frame, primary drug. Report is calculated field by field First the system looks for all the records in a specific county or dcp in this case it is 81,790 For Gender the system determines how many males are in the 81,790 which is 50,441. The system then determines how many males have admissions and how many The calculations are completed. The processing is completed for each row in the same way. This is done in real time meaning the report is generated off of live data. At the same time the system is accepting new records (data) from counties and DCP. ADP does not have a data warehouse, where the data us stored and updated at specific times (daily, weekly, monthly) and the reports would generate off the data in the warehouse. 4/22/2017
