1 Objectives and Timelines Mark P. Mondanaro SCHOOL CLOSING AND CONSOLIDATION FEASIBILITY

2 Numerous community members and employees have introduced the idea of future school closings and district reorganization as a means to save costs in this changed economy and to preserve student programming.

3 The Superintendent of Schools has announced that he will initiate a study to determine if a school could be closed for the 2013-2014 school year

4 In addition, an outside consultant will begin a comprehensive District study to consider mid to long range consolidation and/or redistricting planning

5 2013-2014 SCHOOL CLOSING RECOMMENDATION No later than August 15, 2012, the Superintendent will make a school closing recommendation to the Board of Education for consideration for 2013-2014 Consideration will be given to the following questions:

6  Which school historically experiences the greatest student enrollment decrease?  Which school is predicted to experience the greatest student enrollment decrease? (both of these questions relate to non open enrolled student enrollment counts only)

7  Which school, meeting the criterion above, is surrounded by the most separate attendance zones of similar grade level configuration schools?  What is the total annual cost of running that school?

8  Which method most efficiently distributes students from the closing school attendance zone to the other school attendance zones?  What is the net financial cost benefit for closing the school?

9  What predicted financial impact will the shifted students have on the receiving schools? (This is a NON whole district redistricting project- only students in the closing school will be affected)

10 The answer to these questions will aid the Board of Education to decide if closing the school for the 2013-2014 school year is advantageous for the approaching budget process

11 Comprehensive District Study An RFP will be created for an outside consultant in 2012 This project will consider the larger concept of whole district redistricting, grade level configurations, and more school closings based upon:

12  continued lowered enrollment trends  depletion of fund balance and reserves use for annual budgets  the new tax cap regulations Comprehensive District Study Continued

13  the impact of the previous three years of reductions  loss of federal aid and state aid Comprehensive District Study Continued

14 The study will involve a stakeholder committee to work with the consultant The study will consider various short and long term options, with or without a capital improvement project to support the final recommendation(s)

15 Progress of the committee will be shared with the public at all times through the internet and public hearings Recommendations will be made to the Board of Education with the understanding that numerous plans, complete with a cost and impact analysis, will be made

16 Comprehensive District Study Continued Any district reorganization plan must be approved by the Board of Education If a capital improvement project is suggested to implement the plan, a public vote will be required

17 Comprehensive District Study Continued Our goal is to complete this comprehensive study prior to adopting the 2014-15 budget
