General model, here applied to ICT for Development To attract infrastructure investments Basic Public services (health, education, governance, support to entrepreneurs) Private public partnerships to complete supply chains To attract revenues covering running costs and profit Turn every stone: Local entrepreneurs, households and civil society can all add to sustainability if they can save by spending Multi-stakeholder agreements for learning and development NRENs and Universities as neutral platforms producing capacity
