2 Resilience – A definition Resilience – PPD8 ”the ability to adapt to changing conditions and withstand and rapidly recover from disruption due to emergencies” Resilient communities and organizations provide a variety of options and choices so that adaptation to changing conditions is facilitated and rapid recovery is facilitated.
