How Technical and Methodological Innovations in Geospatial Science are Facilitating Faster Information Capture, Greater Community Engagement and Securitization of Tenure in Africa Nick Thomas, Emiko Guthe, Mark Freudenberger Tetra Tech 2015 World Bank Land and Poverty Conference 25 March 2015

‘Fit-for-purpose’ Approach Tools are user friendly Tools are low or no cost Reduce typical data processing costs Provide greater transparency

Participatory Community Mapping Methods 1. Community Sensitization and Planning 2. Physical Mapping and Information Collection 3. Execution of map usage – community validation

Hands-on mapping Handheld GPS Photomaps Mobile Mapping Mapping Toolbox

Case Study 2: Kenya Data Processing and Analysis Community Validation

Legislative Frameworks: Mapping community territories and boundaries is of limited value unless backed up by policy, legislation, and administrative frameworks. Identifying nationally recognized repository is difficult. Standards for Maps: National regulations are needed to standardize scale and precision issues. Manage expectations: Mapping has both symbolic and legal value for local communities. Managing high hopes is often difficult. Obtain community buy-in at the outset, but also full government support. Conflict Management: Prepare carefully to manage potential conflict during mapping of territorial boundaries and resource assets. Participatory Processes: Community validation of territorial boundaries critically important, but must be backed up by policy and law in order to have meaning. Leave Paper Maps with the Community: Be sure to leave multiple laminated copies of maps with the community. They have many uses for these maps. Preparation makes a Difference: Training, awareness building, community preparation and good logistics are all critical to successful deployment of new mapping technologies. Lessons Learned from Liberia and Kenya Case Studies

Next Steps

ICT tools generate excitement and motivation Tech helps bridge data gap Higher quality data faster ‘Fit-for-purpose’ approach for simple decision making tools Simple tools can be replicated for other contexts
