Washington Laboratories (301) 417-0220 web: www.wll.com7560 Lindbergh Dr. Gaithersburg, MD 20879 How to Create a Part 15B Report

What is Part 15B? Part 15B is the traditional Unintentional Radiator section of the Rules. Devices which fall into this category include Computers, Computer Peripherals and Radio Receivers which operate at less than 960MHz

What is an “Unintentional Radiator” Devices such as radio receivers and computers produce incidental radio frequency noise as a characteristic of their operation. They are never designed to use radio energy for either communications (Licensed or Unlicensed Transmitters), or for work (ISM equipment)

Building a Test Report All Part 15 filings use ANSI C63.4 as a guide for building Test Reports.ANSI C63.4 See Section 10 for general report requirements. Details of the measuring equipment and OATS are required. Photographs of the Test Setup are necessary.

Required Exhibits AmericanTCB has it’s own easy-to- use application form in MS Word format for use in all filings. A completed Application is required before any work can proceed.application In addition to the Test Report a number of specific Exhibits are required.

Exhibits which accompany all filings oLabelLabel oInternal PhotographsInternal Photographs oExternal PhotographsExternal Photographs oCover LettersCover Letters oOperational Description*Operational Description oSchematics* oBlock Diagrams* oManualManual oTest Setup PhotographsTest Setup Photographs o* Can be held “Confidential”

Basic Exhibit Requirements All Exhibits, including the Test Report must be under 4MB in size Although a wide variety of file types are accepted by the Commission, we strongly recommend converting to *.pdf format

Label Label drawing or photograph must be clear and readable Must show FCC ID: Must show location on the product. Must include required regulatory statements. oSome exceptions are allowed when the device is very small. Check for details with ATCB

Internal Photographs Must show top and bottom of all circuit boards Must be clear and easily readable Must show layout details Must show unusual construction details Ideally, large and one-to-a-page

External Photographs Must show all external controls Must show all ports and connections Must show top, bottom, and all sides of device. “Orthographic projection” preferred Ideally, large and one-to-a-page

Cover Letters A letter describing a reason for this Application A letter allowing the laboratory to act on behalf of the Applicant A “Confidentiality Request” letter, if desired, requesting that certain Exhibits be kept away from public view at the FCC website.Confidentiality Request oDetails and examples available from ATCB

Operational Description An operational description is ideally an engineering description of how the device works.operational description Simplified descriptions are acceptable if dealing only with common, everyday devices. Can be held “Confidential”

Schematics These are complete electrical line drawings or diagrams of how a device is assembled. Circuit board layout diagrams are not needed or required. Must be clear and easily readable Must show component values Can be held “Confidential”

Block Diagram Different from a schematic Shows the major operational components and how they are interconnected Must show frequency and signal paths Should match Operational Description Can be held "Confidential”

Manual Cannot show how to operate the device in a manner which violates FCC rules. Must have required regulatory information Preliminary drafts are acceptable. oThe required regulatory information is complex and device specific. Please check with ATCB for details.

Test Setup Photographs Must be provided as a separate Exhibit and not buried within the Test Report document. Must show highest radiated emissions setup Must conform to ANSI C63.4 requirements Must provide separate AC Conducted and Radiated Spurious teststups
