U.S. Load Port: Cargo Handling Discussion of a proposed communication protocol Anthony Fisher USAID Office of Acquisition and Assistance Transportation Division 202-567-4546 afisher@usaid.gov

Objective To gather industry input on the creation of a communications protocol for use by parties involved in loading operations

Intent To transport only commodities of sound quality and condition To avoid unnecessary delays to the cargo and vessel To prevent over/under reaction

Effective Communication Contact the correct parties Accurately define the problem Clearly articulate the size and scope of the problem Provide updates on corrective measures

Challenges Disconnect between information available on-site and that which is accessible by stakeholders Confusion over responsibilities Uncertainty over proper notify parties

Lines of Communication Carrier PVO/PIO FGIS Inspector Commodity Supplier Stevedores FASFSA VLO Contractor Warehouse Examiner Rail/Truck Carrier Terminal Freight Forwarder Receiver / Buyer Vessel Carrier’s Broker/Agent Vessel Load Port Agent Vessel Discharge Port Agent Shipper’s Outport Agent So where is the confusion?

Questions Which parties should be included in the protocol? Should a protocol be required or only a suggested best practice? Would a required communications protocol be too restrictive or unenforceable? Should the protocol establish communication channels for the duration of the event or merely an emergency call list? What information will be required by decision makers? How to ensure that the size and scope of the problem are properly conveyed and understood? Anthony Fisher 202-567-4645 afisher@usaid.gov
