D RAFT S TANDARD P ROTOCOLS February 1, 2011 Regional Technical Forum Presented by: Michael Baker

Development of Draft Protocols Measure Selection  Master measure list developed and grouped into deemed, standard and custom  Ranked standard based on availability of calculators, likelihood of method consensus, number of utility requests and sub-committee rating  Work started on RTU but then put aside as redundant to other research  Selected and prioritized seven measures (see Summary spreadsheet) and decided to proceed first with Fan VFD 2/1/2010

Regional and National Search Found other protocols/calculators but..  Not sufficiently specific and prescriptive  Intended to support audits/design not M&V  Measurements not viewed as cost-effective Protracted search for best practice data sets  Found two useful to fan VFD protocol  Received many others, but none had sufficient pre and post measurement to act as a gold standard. 2/1/2010

Fan Protocol and Template Built calculator that could estimate savings by a number of different method. Used it to explore impact of various simplifications. Simplifications did not work well for pre/post test case, but it seemed an atypical case. Developed template based on our best judgment on appropriate simplifications for Fan VFD 2/1/2010

Development of Protocols for Other Measures Continued search for best practice data but this was ultimately put on hold due to budget and schedule  Not common in impact evaluations  For programs, often in the hands of vendors if available at all. Many programs minimize measurements to control costs. Proceeded to apply template to other six, based on our team’s best judgment for each measure. 2/1/2010

Calculator Issues Handling Trend Log Data. Do we leave a lot of the data preparation burden on the users? ProCost needs an 8,760 version. May be some larger issues related to using ProCost in a number of different environments Heat/Cool Interaction Factors needed for Lighting Protocol, but also needed for many other commercial measures deemed and standard. 2/1/2010
