The current status of road traffic safety in China and its countermeasures Zhao Ruihua State Administration of Work Safety

1.Preface 2.Current status of road traffic safety in China 3.Analysis of reasons for frequent occurrences of road traffic accidents 4.Countermeasures for preventing road traffic accidents Contents

 As a systematic project, road traffic safety has to do with a number of factors such as “human being, vehicle, road, environment and management”, etc.  Preventing traffic accidents and reducing casualties resulting from road traffic accidents is a common challenge facing the world.  As a developing country, China is currently at the early development stage of motorization with human quality, road condition and management skill, etc. 1 Preface

2 Current status of road traffic safety in China Fig. 1 Growth of highway freight and passenger traffic in 2008

3.1 Analysis of macro affecting factors 3 Analysis of reasons for frequent occurrences of road traffic accidents  Poor traffic safety awareness of the traffic participants (29.4%)  Irrational compositions of motor vehicles as well as poor vehicular safety performance (15.0%)  Defective road condition (15.5%)  Insufficient management of highway transportation industry (13.2%)  Problematic national macro management of traffic safety (14.3%)  Insufficient traffic safety research capability (12.7%)

3 Analysis of reasons for frequent occurrences of road traffic accidents Fig. 3 Weighted analysis of impact by macro factors A : Poor traffic safety awareness of the traffic participants B : Poor vehicular safety performance C : Defective and insufficient road condition D : Insufficient management of highway transportation industry E : Insufficient national macro management of traffic safety F : Insufficient traffic safety research and development capability

3 Analysis of reasons for frequent occurrences of road traffic accidents 3.2 Analysis of micro affecting factors Fig. 4 Weight of micro problem – safety awareness of traffic participants Agnitude of impact A : Poor safety awareness of drivers, a lack of mutual yield awareness B : Driving under the influence, drowsy driving and driving without license occur from time to time C : Pedestrians and cyclists violate traffic rules D : Insufficient attention paid to traffic safety education

3 Analysis of reasons for frequent occurrences of road traffic accidents Fig. 5 Weight of micro problem relevant to motor vehicles Agnitude of impact A : Poor safety performance of agricultural vehicles, with a high accident rate B : Unsound motor vehicle safety standard, resulting in poor vehicular safety performance C : Severe illegal refit of motor vehicles

3 Analysis of reasons for frequent occurrences of road traffic accidents Fig. 6 Weight of micro problem – road condition A : Poor design and management of road sections susceptible to frequent accidents B : Incomplete safety facilities, marks and lines C : Inadequate emergency stop facilities: D : Poor condition of roads in mountainous areas, resulting in major accidents E : Unreasonable design of entrances and exits for Classes I and II highways F : Unreasonable design of intersections G : The problem of roads used as streets and going through towns H : Safety problems in road construction and maintenance sites I : Backward road information system Agnitude of impact

3 Analysis of reasons for frequent occurrences of road traffic accidents Fig. 7 Weighted analysis of micro problem – management of highway transportation industry Agnitude of impact A : Low safety management level of freighting market B : Supervisory measures implemented for operating vehicles and drivers are inadequate C : Predominant countryside transportation management and safety problem

3 Analysis of reasons for frequent occurrences of road traffic accidents Fig. 8 Weighted analysis of micro problem – national macro management of traffic safety Agnitude of impact A : Ill-defined traffic safety management work division with poorly defined responsibility B : Extensive use of penalty with poorly defined distinction between management and penalty, low law enforcement performance C : Repeated failure to prohibit overloading and over-limit of heavy-duty passenger and freight vehicles D : Backward training and management of motor vehicle drivers E : Chaotic management of “right-of-way” F : Unsound emergency rescue system

3 Analysis of reasons for frequent occurrences of road traffic accidents Fig. 9 Weighted analysis of micro problem – traffic research and development Agnitude of impact A : Insufficient attention and a lack of financial guaranty B :A lack of basic data platform C : A lack of dedicated research on safety assurance

3 Analysis of reasons for frequent occurrences of road traffic accidents 3.3 Analysis of statistics of traffic accidents Fig. 10 Compositions of death tolls due to main reasons of accidents A : Drivers of non-motorized vehicles, 6.94% B : Pedestrians and passengers, 9.92% C : Others, 5.16% D : Road condition, 0.16% E : Mechanical failure, 6.18% F : Drivers of motorized vehicles, 71.6%

4 Countermeasures for preventing road traffic accidents  Strengthen education of traffic participants to improve the traffic safety awareness of the public, especially the safety awareness of the drivers.  Continuously improve and perfect the road traffic safety management skills.  Standardize the highway transportation market.  Address the traffic safety problems by relying on modern science and technologies, push forward the application of technical means in prevention of accidents, and standardize driving behaviors of the drivers.
