2 Operated by Los Alamos National Security, LLC for DOE/NNSA U N C L A S S I F I E D Slip, Trip and Fall Events at the Lab From October 2009 through September 2010, there were 51 slips, trips or falls (comprising 27% of all injuries) –21 involved ice! (excludes STFs on leased property)

3 Operated by Los Alamos National Security, LLC for DOE/NNSA U N C L A S S I F I E D Eyes on the Path: Safe Winter Walking Plan ahead. Give yourself time and plan your route. Wear shoes or boots that provide traction. Consider using YakTrax. Avoid plastic and leather soles. Avoid high-heels. Use special care when entering and exiting vehicles. Use your vehicle for support. Walk on designated walkways as much as possible. Taking shortcuts over snow piles and areas where snow and ice has not been removed can be hazardous. Look ahead when you walk. A sidewalk that is completely covered with ice may require travelling along a grassy edge for traction.

Use a handrail where available. Avoid inclines and slippery walking surfaces, if possible. Be aware of your footing and any potential slip, trip or fall hazard that may be present. Report slip, trip and fall hazards.

5 Operated by Los Alamos National Security, LLC for DOE/NNSA U N C L A S S I F I E D Current Lab Delay/Closure Decision-Making Process The Emergency Operations Division follows a formal process to make recommendation to LASO on closure, delayed opening or early dismissal. Weather Impact Evaluation – National Weather Service, NOAA, local news, LANLs meteorologist input Snow Removal Progress Input –Assess roadways, parking lots, sidewalks; project snow removal at start time Evaluation Input Process –Consider above plus conditions in LA County and other NNM communities –Consider status of LA Schools (Coordinate recommendation) –EOC monitors overnight; convenes leaders to review status and make recommendation on closure or delay. This recommendation is shared with PADOPS leadership and LASO Site Manager for agreement. EM makes notifications at ~5:00 a.m. – Hotline, media, local & state agencies

Employees may sign up to receive a Twitter notice [http://twitter.com/LosAlamosNatLab] about winter delays or closures. 7 Operated by Los Alamos National Security, LLC for DOE/NNSA U N C L A S S I F I E D Winter Closure Plans The scope of snow/ice removal has increased –Designated more roads, parking lots, and sidewalks that we consider to be pre- requisites for opening the Lab during and after snow storms Most snow/ice removal from R and S Sites and G-Areas will be deferred. –Resources will initially concentrate on most populated Lab areas in order to keep from significantly increasing Lab closures and delays. R/S/G in some cases will open later than the rest of the Lab –The hotline recording will now include a sentence, such as: If you work in a remote location, we anticipate a two hour additional delay. Please call back before reporting to work to learn if there is any further delay. People who work in R/S/G will be covered by Report Pay until they are instructed to report to work Slide 7

8 Operated by Los Alamos National Security, LLC for DOE/NNSA U N C L A S S I F I E D Stay Home During Winter Closure We are extremely concerned about the safety of employees who come to work when the Lab is closed. Additionally, cars parked by those employees are often disruptive to snow removal processes. Employees should not come to work if the Lab is in a delay or closure. ADDED IN SPRING 2010 Portal stop for all employees during closed status –At Diamond Drive, all but one portal will be closed and traffic will be directed through that portal. Portals will remain open, as usual, on East Jemez, Pajarito Road and from the Ski Area. –Guard will record employee names, and deliver a flyer saying: LAB IS CLOSED: if we cant see you, we cant save you. –Group Leader approval required for exceptions; GLs to be notified of names collected at the gate.

9 Operated by Los Alamos National Security, LLC for DOE/NNSA U N C L A S S I F I E D For Delays, Portals Fully Open at 10:00 During Delays, Report to work after 10:00 –When the hotline indicates the Lab will have a delayed opening, please note that the PORTALS will be fully open at 10:00. Group Leaders have flexibility to work with employees on specific arrival times and how best to make up any lost time for Time and Labor purposes. –During delays and bad weather, employees are encouraged to use public transportation to minimize the number of vehicles on site. County Ticketing –LANL is now working with Los Alamos County to ticket vehicles in illegal spaces, such as fire lanes. We are also considering ticketing vehicles parked inappropriately during winter closures.
