14 New Element for Year End records. CEIS are intended for non-disabled students in grades KG - 12 in need of additional supports to succeed in general education. CEIS is reported only for districts required to provide such services and districts which voluntarily set aside a portion of funding to provide such services.

15 Code set change: ‘F’ is no longer valid. “Test Status“ is used to determine the reason a student is not tested. It also affects WSAS scoring and reporting. Expected for 3 rd Friday of September records.

16 May be carried forward during Create Student Record Process. No change in definition or code set. Expected for Count Date records.

17 Exit Type ‘TNC’, Transfer to a WI school not covered by WSLS; Known to be continuing, is no longer valid when Return to Regular Education is ‘N’, No. Such students are expected to be enrolled in the WSLS and reported to the ISES as Parent Placed Private students.

18 Valid Primary and Secondary Incident Types allowed with ‘SP’ Removal Type have changed:  Handgun  Shotgun or Rifle  Other Firearm  Drug Related  Dangerous Weapon  Assault (valid for primary only if Serious Bodily Injury = ‘Y’)

23 Separate upload with unique record types. New file upload layout. Expects records for IDEA eligible students and parent placed private students covered by a services plan enrolled on 10/1. Exits and returns to regular education after 9/18 will not be submitted. Non-disabled students may be included in the file, but will not be written to the database.

25 Separate create process. Child Count Create should not be performed until after 3 rd Friday of September data is complete and error free. CC records will be created only for students enrolled on 9/18 and 10/1 with a primary disability identified in the CD record.

32 CC validation may be requested separate from the CD &YE validation. Child Count records must exist for a district to lock. CD, YE, and CC will have a single lock process.

37  Student records are due by the ‘Key Date’.  Review and revision provides time to compare and respond to data from other districts.  Public Reporting Timeline  October 1 – WSAS Roster #1  End of October – WSAS Roster #2  November 1 – IDEA Exit & Discipline Federal Reporting  December – E-Rate funding estimates, Title funding estimates, Charter Enrollment  January 1 – FNS enrollment by economically disadvantaged status  January to April – State and Federal Reporting

38  Section II provides guidance for excusal from compulsory attendance.  Section III relates primarily to PI-1563, not the WSLS and ISES.  Spec Ed response provides guidance similar to section III which also applies to WSLS and ISES.  WSLS / ISES response will be published later this spring.

39 Improve quality of testing labels and ensure delivery to appropriate district by completing submission of ISES 3 rd Friday of September (CD) records by 9/28/09. Priorities to meet this goal: 1) Update / assign WSLS through the 3 rd Friday of September. 2) Encourage districts to send Locate / Assign and Exit / Update files weekly. 3) Provide appropriate Primary Disability and ELP Code in ISES 3 rd Friday of September records.

40 Common Issues:  Mismatch of enrollment dates in WSLS and new SIS  Missing / unavailable attendance data  Uniqueness problems with Local ID 1 DPI Requests:  Encourage districts to maintain relationship with previous vendor through end of fall collections.  Encourage districts to complete the conversion in the summer rather than in September.  Provide a list of new clients to the DPI Help Desk at the beginning of the school year.

42 ISES will continue to collect the five racial/ethnic categories New guidelines for multiple-racial/ethnic categories Changes must be implemented by fall of 2010 for the 2010-11 school year

43 High school graduation rate must be calculated using the NGA Graduation Rate by 2011-12. A transitional graduation rate will be used in the interim.

44 on-time graduates by year X. first time 9 th graders in year X-4 + transfers in – transfers out On-time graduates are students receiving regular diplomas within 4 years of first enrollment in 9 th grade without exception for disability or English proficiency. Transfers out may not include dropouts or students not known to be continuing.
