Status of the Data Collection Completed – State and Agency Surveys – Indoor Air Quality Study – Bulk Fuels Study – Large Multi-family Buildings Study In Progress – Utility Bill Collection – National Occupant Survey – National Weatherization Staff Survey – Weatherization Training Center Survey

Status of the ARRA Evaluation Evaluation Plan is complete. – One more round of surveys and utility data collection, focus on PY10 – Targeted evaluations of WIPP and SERC – Other studies: persistence of energy savings, assessment of under- and over-performers, social network analysis Information Collection Request has been submitted to OMB for approval. Projecting an early winter start date for data collection.

Indoor Air Quality Findings Carbon Monoxide – No homes exhibited peak ambient CO problems Radon – 4% of site-built homes went from below EPA threshold (4 pC/L) pre-wx to above post-wx Formaldehyde – Net increase of 5.1 ppb post-wx in mobile homes Temperature – Virtually no change in settings post-wx

Occupant Survey Findings* Occupants’ reported home temps – Winter: 51% comfortable; 36% cold; 9% very cold – Summer: 62% comfortable; 25% hot; 8% very hot Occupants’ report health – Asthma: 21% reported; of these 11% ER visits last 12 months – Physical health not good last 30 days: 45% – Mental health not good last 30 days: 34% * From IAQ Study

Diagnostic procedure (PY08) Percentage of agencies that performed Blower door (house air leakage rate)99% CO measurements in flues (space heating system)91% CO measurements in flues (water heating system)88% Flue gas analysis (space heating sys. steady-state eff. test)83% Cooking stove82% Draft/spillage (space heating system, normal operation)78% CO measurements in living areas78% Draft/spillage (water heating system, normal operation)77% Flue gas analysis (water heating steady-state eff. test)72% CO measurements in equipment rooms69% Worst case draft/spillage (CAZ)63% Refrigerator energy use63% Duct pressure pan measurements59% Zonal pressure measurements58% Heat rise measurements (space heating system)55% Infrared scanning (camera)51% Program Characterization Findings

Air Sealing - ~95% (e.g., 90% bypass sealing, 75% general caulking, 35% duct sealing) Insulation - ~75% units (e.g., 70% attic, 25% wall, 20% floor) Hot Water Measures – 60% units (e.g., 40% pipe insulation, 9% replacement) Energy Efficient Lights -- ~60% Furnace Work -- ~45% units {20% tune-up, 20% new system, 10% repair} Windows – 40% units (e.g., 20% new, 20% glazing, 10% repairs) Doors – 35% units Health & Safety – 80% units CO monitor – 55% Smoke Alarm – 45% Ground vapor barrier – 15% Attic ventilation – 15% Program Characterization Findings: Frequency of Measures Installed (PY08)

Projected Publication Dates National Energy Savings Estimates – PY07 & 08: Dec. 2011 Program Characterization – PY 08: Dec. 2011 IAQ Winter and Summer Studies: Dec. 2011 Program Eligibility – PY08: Feb. 2012 National Occupant Survey – Pre-WX: Feb. 2012 Case Studies – March 2012 Field Process Study – March 2012
