Introduction Important driving forces Pressure on PROs to enter the market combined with their public mission confronts PROs with a dilemma Shift universities to mode 2 and the advent of KIBS question the raison detre of PROs Decrease industrial R&D resulting in stronger links (grip on) with universities: what about the mission of the universities?

Fundamental Questions What precisely is the mission of PROs in our innovation systems? Legitimation of E in EPRO? What is the raison detre of EPROs vis a vis Mode 2 universities and KIBS? Do EPROs stil adhere too much to the linear model?. Transfer knowledge from A to B (no coproduction of knowledge). Too much emphasis on own, new knowledge. Too less emphasis on exploitation worldwide knowledge pool

Practical Questions Given that we agree upon the mission and legitinmacy of EPROs, what then are succesful businessmodels? How far are these models context/country dependent? Does there also exist something as an ideal businessmodel for EPROs?
