5 Federal Acquisition Service Examples Client U.S. Army Program Executive Office Simulation, Training, and Instrumentation Command (PEO STRI) Scope Provide Life Cycle Support for all US Army Virtual Training devices Worldwide (VT LCCS) over 8,000 virtual training devices in over 500 locations worldwide. These systems are of various configurations, complexities and age. Each class of system requires a unique and tailored support to meet the Army training requirements. Task Order Value/Task Type: $752M/Performance Based Fixed Price/T&M Result Using GSA’s ANSWER GWAC, the Army acquired this complex IT solution, with thorough competition (5 offers), in only 52 days. Customer Feedback: What did you like best about using a GWAC? “The basic award was well thought out and established a good framework for the Task Order that we awarded off of it. All we had to do was to add the DoD specific clauses out of the DFARS. GSA also delegated to us the administrative functions that allowed us to manage our effort using our resident in-house experts.” 5

17 Federal Acquisition Service How FAS Can Help  Situational Awareness and Incident Response Tools SmartBUY BPAs have just been awarded for FDCC Baseline Configuration Management and Vulnerability Scanning/ Remediation tools to support OMB’s policy memoranda M-07-18, M-08-05, and M-08-22. Core requirements: software must have passed NIST’s validation testing for Secure Content Automation Protocol (SCAP) and for FIPS 140-2 Encryption. SmartBUY’s push for SCAP validation ensured that 17 more products were SCAP validated in less than one year.  Geospatial Initiative In January 2008, the Geospatial LoB approached SmartBUY to partner on multiple award BPAs for Geospatial solutions Geospatial LoB includes working group members from GSA, DHS, DOI, DOD, DOJ, NOAA and others The SmartBUY / Geospatial LoB Solicitation is currently being developed 17
