Puget Sound 2007-09 Budget $238M of targeted investments Including: $52.9M for toxic prevention and clean up $45M to restore damaged habitat $47.5M to protect habitat $29M to reduce stormwater runoff $53.8M to clean up septic and wastewater $6.2M to promote citizen partnership

Primary Puget Sound Legislation HB 1024 phases out toxic flame retardants SB 5778 requires implementation of shellfish protection programs SB 5894 directs Department of Health to establish clear standards for large on-site sewage systems SB 5372 creates Puget Sound Partnership

Puget Sound Partnership SB 5372 creates new state agency consisting of: Leadership Council Executive Director and Staff Ecosystem Coordination Board Puget Sound Science Panel

Puget Sound Partnership Ecosystem Coordinating Board One person from each action area 2 business; 2 enviro; 3 tribes; one city, one county, one port; 3 state agencies; 3 federal agencies; 2 Senate; 2 House Assist the Council in developing and implementing the Action Agenda

Puget Sound Partnership Puget Sound Science Panel 9 members selected from list of 15 provided to Council by the WA Academy of Sciences Provides independent nonrepresentational scientific advice to the Council Assist the Council in developing and revising the Action Agenda Develop environmental indicators and benchmarks by July 31, 2008

Puget Sound Partnership Action Agenda Partnership shall, when appropriate, incorporate the following into the Action Agenda: Water quality, water quantity, sediment quality, watershed, marine resource, and habitat restoration plans, recovery plans for orca, salmon, and other species Existing plans and agreements signed by the Governor Elements of the existing PS Management Plan

Puget Sound Partnership Action Agenda Action Agenda must Be science based Lead to recovery of Puget Sound by 2020 Have specific goals; measurable outcomes; measure progress for each goal Include near-term and long-term benchmarks Identify and prioritize strategies Identify a responsible entity for each task

Puget Sound Partnership Biennial Updates to Action Agenda Identify actions and responsible parties every two years Establish two-year benchmarks Identify funding needed to implement Funding Report Beginning in 2008 (and each even numbered year), identify funding needs and sources

Puget Sound Partnership State of the Sound Report Assessment of progress in 2007 and each odd numbered year Science Update Every four years, report on the results of ongoing monitoring and research Science Work Plan Biennial plan for monitoring and research
